ARGUMENT67 - The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.

"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

In this letter the author recommends that in order to economize and improve service C and P villages should combine their libraries by closing the library in the P village. To support his recommendation the author cites the case about the garbage collection departments. Close scrutiny of this argument reveals that there are several flaws as follows.

To begin with, whether the combination of two garbage collection departments can save money is open to question. After the combination, the trash in P village has to be transferred to the new garbage collection department, which locates in the C village. So then it is quietly possible that the course of action will increase the transportation cost of trash which is produced by the P village.

Besides, the fact that there were few complaints reported does not equate the better service offered by the new department. Perhaps some complaints have been concealed by the new departments. Or though some inconveniences caused by the combination might give rise to unsatisfactory among the residents in P village, they were unwilling to express their complaints.

Furthermore, some distinctions between the garbage collection department and library were ignored. Library is a place which provide the readers with information and books; while garbage collection department mainly involves the process of garbage .Now even assuming the fact that the service offered by the new garbage department is better than before is attributed to the staffs and their endeavours of the new department, How about the new staffs and service of the new library? Especially the service time is extremely important for a library. In this argument there is no solid information about how to arrange the service time of the recommended new library.

IN sum, the argument is unpersuasive. To strengthen its credibility, the author should provide the detailed service time and arrangement which are designed to by the new library as suggested by the author.
