TOPIC: ARGUMENT67 - The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.

"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

In this letter the author advocates that we should close the library in Polluxton for the decline of readers and also for the less property taxes the residents paid for the two villages named Castorville and Polluxton as the merge of a garbage collection . The other reason for close the library is to save money and improve service.  But the author fails for the fallacies created in this letter.

First, the few complaints about its service does not mean the service have been improved. The complained people may the one who cannot withstand the bad service and inconvenience of closing the garbage collection, but most of the people who was still discontent with this did not give his opinion for certain kind of reasons. How can it come out that the people are content with this service and inconvenience created by this for they have to go to another village to disposal his garbage. Thus the data provides no evidence to make the actions of the authority reasonable.

Second, the false analogy of treating the library the same as the garbage collection. If the most people in the Polluxton like reading, and they often go to the library and just last year the service declined and they amount of people also dropped, but the authority did not show any interest to find out the reason that made the difference of the readers' number, and just analogy that with the garbage collection, thus make a big mistake to close the library in Polluxton just in the excuse of improving service and saving money, which might cause a strong against opinion come out.

Third, the reason for the declines in the numbers of residents who pay property taxes is not sufficient to make it close the garbage collection and library. The same ,the authority fails to find out other possibilities which might lead to the declines of paying property taxes, which might be the tax-rate be set to high that only a small group of people could afford and make this decline. In addition the average property tax around the two villages should be found to give a reference for setting the tax-rate, thus may make it considerate for the people and may solve this problem, but not just close the public service ulitities and which is concerning the citizen's daily lives.

In sum, this argument suffers from several weak points as mentioned above that it fails to get to the conclusion that a close of a library in Castorvilee will be reasonable. To make it more convincing causes and effective solution should be set forth.
