The author advocates that few restrictions should be placed on scientific research and development. I agree with the author for that we need a circumstance with freedom and almost no restrictions to give us barrier in our research process, but not too much.

To begin with, the government should not give the science area any worry-abouts to make them not feel well, but instead should give them support to develop their own research programmes only if the science does no harm to the human beings. Just like the examples of the science development in the Germany before the Second World War, many great physicians can make their research freely and because of that most of them make good efforts for their research and succeed. But after the Hitler come into authority, he changed the principles of this area and give the physics area a big hit and thus made it almost stopped for long. From this, we know that if the government emphasize too much of the restrictions the scientific research would be slowed down or even stopped.

Second, the few restrictions should be reasonable and conform to the views of both the majority of the citizen's and the whole country's merits. A good example can be that the research of heavy weapons should be forbad by persons for the security of the people around him and the whole society. If no restriction is placed upon this, just imagine that if he can make a gun of super power and sell it to an irritating man to get some money, which might make the result so terrible that we would never like to think about if this guy does fool things easily. So, the restrictions should, of course, be placed and never without the public's and the whole nation's consideration.

Admittedly, if no restriction is upon the research area and over emphasizing the freedom for research would also cause some problems. If there has no restrictions about this area, there may be some one who can study and research in the clone area although the ethics of the society will not stand this but it is legal. If so, one day there might be some who can create a president or make a atom bomb thus the world would be in a mess. This indicates that though we advocate the freedom for researching man but it does not mean he can do anything he wants despite the whole society's safety and benefits.


In conclusion, the restrictions of the scientific research and development should be neither too free nor too  restricted,  the must  have a balance in order to make the development of the science goes well, thus can the world benefit most  from that .
