WORDS:485 TIME: 0:45:00 DATE: 2007-3-5 Nowadays, it is always under hot dispute whether the government should devote public resources to the development of arts or not when the people in the society are hungry or out of work or lack the basic skills needed to survive. I agree with the speaker that the government should ensure a good life of its people because people's survival is the precondition of any other activities. However, it can not be overlooked that some benefits that accrue when government assumes an active role in supporting the arts. It is true that survival is the basis of all other human activities. According to the psychological pundit Maslo, human needs can be classified into four categories: survival, others recognition, self-realization, and spiritual refinement. Among the four categories, the need for survival is on the lowest floor of the pyramid and is also crucial. For example, what a hungry person will prefer a wonderful painting to even a bad meal? So that the government should do its best to help its people whose life is destroyed by poverty and hungriness. Obviously, a country can not develop well with many fundamental problems haven't be solved. But it might be underestimated that some benefits that accrue when government support the arts with appropriate public resources. First and foremost, by allocating public resources to arts, there are more jobs provided for people, which can help to solve these social problems. Consider the France’s film industry, which is heavily subsidized by the French government, and which provides countless positions for film industry workers as a result. Furthermore, some excellent French films attract investment from other countries, which also improving the development of France’s economy. For instance, many classic scenes of French films become key points to the tourism in France. As a indispensable part of French economy, France’s film industry shows the clear fact that arts do help to solve the fundamental problems in different ways. Another argument against the speaker’s position has to do with the ultimate objectives of arts. Art serves to lift the human spirit and to put us more in touch with our feelings.And it is a kind of spiritual wealth of humane beings, which is indispensably to the
society. Great music or sculpture can spark the faith and hope in the bottom of people’s heart. With the faith being absorbed from arts, one can conquer problems in one’s real life. What’s more, arts can be maintained for our posterity to share the same emotion and learn the history by this way. By conclusion, despite the basic human need is as essential as the speaker's claim, we should not unnecessarily underestimate the value of indispensable arts, considering the function of arts both for economy and spirit.
