In our democratic society, people can choose anyone to be our leader. who is qualified. To be an effective leader, he/she must has so many temperaments such as capability to deal with emergency, strong will, and ability to balance benefit from all aspects of our society, and so on. However, in my view, as the statement said, the highest ethnical and moral standards are the most important factor for an official to lead our society more effectively.

First, as an official, he/she who also is a public figure has the responsibility to be a good example for the masses. Nowadays, the medias such as newspaper, TV program, radio talks and especially internet spread leaders' achievement to the masses, meanwhile, one word said by the leader and one thing did by him/her are also exposed to the masses.  If an official without highest ethical and moral standards, he/she must only take account into his/her own benefit not the people's. He/she is bound to do many wrong things and be a bad example for the masses. No one wants this situation happens-when people educate a child who made a mistake, the child says:" Oh, it's OK, our president just do like that."

Second, without highest ethical and moral standards, the leader cannot deserve respect from the masses, and cannot order others to do something. People all favor to do work that is demanded by respectable man. Who like to do his/her work follow a distaining man’s words? In the same way, if an official without respect by the masses, his/her underlings won't work for him/her, how his/her politics implement? Therefore, it reclaims an official maintaining the highest ethical and moral standards.  

Furthermore, without highest ethical and moral standards, the leader would be impeached by the masses. For an instance, Nixon, an American present, is impeached by the mass because of Water Gate accident. 1972, Nixon said some words in order to cover the truth of spy campaign. This disobeys the ethical and moral standards; he is not honesty to the masses. And then as long as the masses knew the truth, Nixon is impeached by them, through his other political works are very effective and successful. Thus the highest ethical and moral standards are necessary for a leader.

In our modern society, the democratic regime makes people elect one person as their leader by themselves, unlike old days, autocracy imperial order one to be followed leader, ordinary people cannot say and think any disagreement about it. However, we view at great leaders, can discover that they always not only maintain the highest ethical and moral standards but also keep many other prominent temperaments, and they cannot only do their work effectively but also perform excellent in their daily life.

From above what I discussed, I can draw a conclusion that for one who wants to be an effective leader, establishing the highest ethical and moral standards is the first step.
