I agree with the speaker on this broad assertion, however, I don not view the maintenance of highest ethic and moral standards as the most important demand of a public official to be an effective leader. First of all, maintaining the highest criteria of ethic and morality as a public official contributes greatly to our society as for the benefit of setting up the ethical and moral standards for the certain group of people and enhancing the credibility of them. The typical example lies in the realm of politics, a political leader is undoubtedly not only the representative of the dignity and solemnity of the government, but also the role model for public which promotes them to learn from and imitate. Our former chairman Mao was once known as a frugal and economical leader who leaded a plain life without extravagance when was on the charge of our country's political leader. History proved that he set such a prominent role model that people all over the country were united to struggle against the poverty and shortage of fundamental resources such as food and clothes without complaint for them firmly believed that even the chairman of our country faced the hardship and leaded a simple life without priority. For this matter, we can easily draw the conclusion that it is of great significance for a public official to keep the highest ethic and moral standards to be an effective leader. On the contrary, an official without high criteria in ethic and morality is doomed to suffer inefficiency and every fatal failure in his work which may bring destructive outcomes to the society as a whole. The notorious scandal of the US president Nixon known as "watergate" is a good case in point. In this event, Nixon committed not only the crime of corruption moreover, he obstructed the justice through bribing other officials to withhold the evidence adverse to his position and used federal agencies to deprive citizens of their constitutional rights, all of which disregarded the dignity of country and its people. It ended in the first resignation of a president in American history, what is worse, it brought about the most serious constitutional crisis and comprehensive distrust among citizens in US. Apparently, the lose of high ethic and moral standards of a public official especially in the leading place would surely lead negative impact on efficiency of work and even initiate the disaster on society. However, in my opinion, the maintenance of highest ethical and moral standards is only one aspect of a public official's required capability. To be an effective public leader, one should take much more than mere ethic and morality since the main take of an effective leader is to carry out the function of his institution efficiently. In the area of business, one should efficiently cooperate and communicate with his employees and court better opportunity to run business with other corporations through his subtle insight and sensitivity towards business. In scientific research, one should be able to effectively collaborate with his fellows and coordinate the missions of different departments to keep an accordant pace all together which leads to the definite destination. The official leaders in other fields are mostly the same referring to the further capability they are called for to be effective in work. In sum, a public official should stick to the highest ethical and moral standards as to be an effective leader, otherwise one should bear the negative consequence to himself and even undermine the interests of the society. Furthermore, to be an effective leader, one should possess corresponding abilities and be competent to carry out his duty.
