The arguer suggests to merge separate libraries in two villages into a single one in Castorville to save money and improve service since there are decline in residents of two villages and also in users of library in Polluxton. To support his argument, the arguer cites the example of merging garbage collection departments which has been proven efficient. As it stands, the argument suffers from so many critical flaws as the following.

The most serious problem about the argument is the fault analogy between merging garbage collection departments and merging libraries because they are different totally in contents and methods of services. It is mentioned in the argument that few complaints have been made about the merging garbage collection departments. The service quality in garbage collecting depends on workers and tools, while the service in library mostly relies on both quantity and quality of books. The united department gains workers and tools from both of two villages, however it’s hard for the library to double in books’ numble and quality by merging. On the other hand, the department sends workers to collect garbage but in turn residents need to go to the library to read and borrow books. The united library in another village would bring residents in Polluxton much greater inconvenience that is they have to spend more time and energy on the way to the library. The bad weather and fatigue of working and studying would prevent them from going to the far-away library. In summary, residents in Polluxton cannot get satisfactory service in time and the united library would not be up to residents’ improved expect.

The arguer suggests to unite two libraries without considering the negative aspects. The conviniece would drive residents in Polluxton to find other ways to read, from borrowing from friends to buying on themselves. The result is the decline in Polluxton’s users would be far more than 20%, which minght greatly weaken the value of the united library. The cost to emerge is a crucial factor to be involved in. removing millions of books from one village to another is harder thus costs more than gathering workers and tools. To hold more user, it may be necessary for the new library to expand and rebuild somewhat, while leaving library in the other village evocated and abandoned. Given these aspects above, it is economically unfit to merge libraries.

There are many other problems with uniting which are not covered in the argument. The arguer cites the situation in last year that the library in Polluxton had 20% fewer users than years before. However there is no evidence to support this decline will happen in the following years, because the number of residents varies out of people’s control. Perhaps many residents have to leave their homeland and make a living outside because of the poor conditions which results in the sharp decline in the number of taxes payers. However, with the devolpment of industries and business in villages, people outside would rather go home. How would the united library serve much more users coming back? To depart again? These problems should be considered before suggesting emerging.

To sum up, the argument is not sound because problems above. To make it more acceptable, the arguer should provide more information to support that merging is a good way for library to economize and improve service, he should show us how to solve negative problems with merging and troubles in the future.
