TOPIC: ARGUMENT131 - The following appeared in an environmental newsletter published in Tria Island.

"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."

The mere analysis in this argument cannot make me believe that the regulations of Omni are the best way to restore Tria's fish populations and to protect all of Tria'a marine wildlife, without convincing evidence showing that the real reason of the decline of fish populations in Teria and sound proof about the feasibility of Omni's ways.

To begin with, the arguer blame the decreasing fish population on overfishing with no ground. For one thing, the fact that no regulation about banning fishing is not enough to convince me that there exists overfishing. Not everywhere on this planet people overfish. Many local people in some less developed district keep a harmonious relationship with Nature, they treat Nature as their Mother, and never hurt it. Given that Tria is in such a condition, it is quite possible that no overfishing appears. If this is true, the assertion should remain dubious at best. For another, the arguer does not present any reason why he does not believe pollution should be responsible for such decline. The existent regulations about banning dumping and offshore oil drilling within 20 miles of Tria do not guarantee that other possible resources of pollution never exists.

Second, even overfishing is the reason, the decision to adopt Omni regulations is premature. There are more aspects needed considering before this plan. For one thing, whether the regulations in Omni are successful in keeping fish population is not so obvious as the arguer supposes. No report about significant decline in fish populations does not mean no decline. Since there is no evidence showing that the experts in Omni keep an eye on this issue, it is totally possible that they never conduct complete study. Given that Omni does not employ any such experts, or that Omni lacks the necessary equipments about such study and the funds for such study, no such report about the fish populations' change only indicate that the local government of Omni does not pay much attention. If these were true, the arguer's argument would be seriously undermined.

For another, there is no analysis about the change in the confine of the ban about the dumping and offshore oil drilling. Since no evidence showing that the two islands are similar. Given that the speed of water in Omni is slower than that of Tria, shrinking the area to only 10 miles within Tria may accelerate pollution in Tria. If this is true, we cannot accept the arguer's recommendation.

In sum, this argument is not well substantiated. The arguer needs to provide more information
