题目：ISSUE8 - "It is often necessary, even desirable, for political leaders to withhold information from the public."


First, let’s give the definition of the word "information". It indicates the facts told, discovered about something which of course not include the secret of the nation and won't interfere the country's stabilization. For example, the government’s recent plan and action, the economic situation of the country, the policy to agriculture, etc. Based on this limitation, all the information should be told to the public; no matter it is good or bad.

People have the right to know their government's activities. Every democratic government should respect this right and give their people sufficient freedom to get the information. So that, not only will people know what has happened, but also they will help the government make correct decision. Nowadays, many local governments in China carry out the policy called “sunshine project” which is aiming at making the information of the governments clear to the public. Some places even publicize the mayor’s office telephone number in order to listen to the residents’ recommendations. This policy satisfies people because they know the use of their tax, can response problems in time, and see the quick solution.

If the political leaders withhold information, once people know the fact they may feel being fooled. It is said that “the water can take the boat but also can capsize the boat”. This proverb means if the government causes the people's dissatisfaction, people's power is so huge that it will collapse their domination. Perhaps the reality is not so serious as the proverb said, but withholding information does bring detriment to society. For example, the first SARS patient appeared in Guangdong province of China in 2003 and the epidemic spread fast. The political leaders in Guangdong concealed the epidemic from people and the nation. As a result, the epidemic hasn’t been controlled in time so that it developed into a national scale epidemic. SARS not only made many people lose their lives or their family members, but also led to a serious economic loss, etc. This example shows us the serious consequence of concealing information from public.

Even if the information sometimes may cause people's fear and convulsion, political leaders shouldn't withhold it from public. They can explain to and comfort the public. As long as the method of dealing with the problems is suitable, the upset of the public can be avoided.                                                                        

In sum, political leaders shouldn’t withhold information from public. In order to establish a democratic and harmonious society, the governors have to listen to the opinion of public.

Contrarily, in order to establish a democratic and harmonious society, the governors should publicize the real-time information to the public. Only in this way could the government hear people’s opinion in to and make sensible decision.
