TOPIC: ARGUMENT26 - The following appeared in a memo from the chairperson of the school board in the town of Saluda.
"For the past five years, Mr. Charles Schade has been the music director at Steel City High School, and during that time the school band from Steel City High has won three regional band competitions. In addition, the quality of the music rehearsal facilities and musical instruments at Steel City High has improved markedly over the past five years. Because of such successes at Steel City High, the Saluda school board should hire Mr. Schade to plan and direct the general music education programs for the entire Saluda school system."

In this memo, the speaker, the chairperson of the school board in the town of Saluda, recommends that the Saluda school board should hire Mr.Schade who has been the music director at Steel city High school for past five years. To support his recommendation, he points out that during past five years, the school band has won three regional band competitions and the quality to the music rehearsal facilities and musical instruments in this school have improved markedly over past five years. However, this evidence lends little credibility to the recommendations.
Firstly, the speaker makes a presumptuous assumption that the winning of three regional band competitions are contributions of Mr.Charles Schade. However, the speaker provides no evidence to exclude the possibility that the three awards have been won before Mr.Charles Schade becomes the music director. Or perhaps, this school has always paid more attention to music education and adopts some other measures to improve the performance of the band. Meanwhile, there is no enough information about the performance of this school band five year ago, maybe the band had won more than three competitions before while during the tenure of Mr.Charles Schade, its performance level has regressed. Without considering and ruling out other possibilities why the band won the awards and the level of this band before Mr.Charles Schade was employed, the speaker can not convince us the ability of Mr.Charles Schade.
Secondly, the improvement in the quality of the musical rehearsal facilities and musical instrument at Steel city High during Mr.Charles Schade's tenure lends no support about his ability as music director. In fact, there is even no evidence to show this improvment can be attributed to Mr.Charles Schade. Just the concurrence of these two issues can tell nothing about whether there is a general causal relationship between them. It is entirely possible that the improvment is the effort of other administrators.
Thirdly, the conclusion reached in this argument is invalid and probably misleading because the speaker provides no strong evidence that Mr.Charles Schade is qualified for the position as planner and director of the general music education programs for the entire Saluda school system. Given that Mr.Charles Schade has done a good job as a music director in his school, there is no guarantee that he has the ability to plan and direct the general music education programs. As we know, these two kinds of jobs are of totally different characters and require different abilities.The first is a practical and operational job requiring professional skills and the latter one needs the ability of controlling current situation and foreseeing the future development trend. Without evidence which demonstrate these abilities of Mr.Charles Schade, it is presumptuous to assert that Mr.Charles Schade is the suitable candidate of this position.
Finally, the speaker fails to take other candidates into consideration.Even if Mr.Charles Schade is qualified, perhaps other candidates would be more suitable for the position.
In conclusion, the speaker's evidence does not warrant his conclusion. To support his recommendation he must provide evidences that the excellent performance level and the improvements cited are the due to Mr.Charles Schade's ability and effort. Furthermore, the speaker has to provide the information about Mr.Charles Schade's ability of controlling and planning. To better assess this argument, we would need to compare Mr.Charles Schade's ability with those of other candidates.
