In politics, academia or other areas, would scandals be useful, because, as the speaker asserts that, they focus out attention on problems in ways that no speaker or reformer ever could? Though I admit the existence of positive stimulation of scandals, I believe one should keep a skeptical eye, on either the scandals themselves or on the effect of scandals.

Admittedly, scandals presents things and persons at an inordinate angel, which is illuminating while dominant proportion of people never focus on information from channels rather than the orthodox one. As people nowadays are well educated to acknowledge that many refinery rules operate to adjust and balance the modern society so that a state of equilibrium is automatically accomplished. For example, many people in developed and democratic countries are reluctant to vote in an election as we understand that the mechanism of election would lead to a well compromising result for the public interest. However, taking such advantage for grant may lead to significant weakness. Since the original mechanism may not be robust to such modified situation, people with unjust purpose can utilize it, risking the community of public, academia or else. To illustrate, if an undergraduate appeals that a college principal plagiarizes his ideas or theories, people relying on official information may not be aware of such issue as they believe it is impossible. In this case, scandals may help divert people's attention from impartial prejudice to details that normally ignored, and thus raise further action for clarification. In this sense, scandals act as a safe-guard instrument secondary to formal ones.

However, one should not overestimate the reasonable effect of scandals and must be skeptical on it. Inherent to the nature of scandals, their propagation is rapid and frequently lack of rationality. Let's take the example of people's reaction to SARS in China. On one hand, scandals provides a timely warning to people while the provincial and local governments were still withholding information and denying the existence of SARS. On the other hand, it leaded to a panic among some community. Some people were rushing to purchase herb since herb are rumored to be anti-SARS. And some people were afraid to be found with SARS and hence hided their regular cold and normal fever. As a result, though people were aware of the existence of SARS well prior to public acknowledgement, little instrumental prevention means were carried out.

In addition, since solidly grounder evidence is not necessary for scandals, sandals can either focus our attention either illuminatingly or illusorily. Therefore, neither complete ignorance
