It is often necessary, even desirable, for political leaders to withhold information from the public.

Agree:
1. The political leaders have to withhold some information which would cause the public panic or leak the national secrets.
2. The political leaders have the right to preserve their private information.
2.1 First of all, as the social members, they have the same rights as the other people for keeping information of the personal affairs in secret.
2.2 It seems to be naïve to disclose all the information including some character flaws to the public.

Recently, there has been a fierce contention between the need of openness and the desire for secrecy. The public has a legitimate interest in being kept informed about that what is happening around them and what is to happen in the future, while government has a legitimate interest in withholding information in certain circumstances. Although freedom of access to information is a fundamental right and could be considered as the cornerstone of democracy, I completely agree with the speaker's claim that it is often necessary, even desirable, for political leaders to withhold information from the public.

First of all, the first and foremost job for the government is to maintain the stability of the society. So, it is important for the political leaders to reserve some information which would cause the public panic or reveal the national secrets. For example, in 1940s, some scientists including Einstein wrote a letter to President, Franklin Roosevelt, informing him of the high possibility that Germans had been already at work on a new unimaginably powerful and dangerous weapon called atomic bomb. They convinced the president that they had to develop its own atomic weapon program quickly and produced such nuclear weapons before German. In such a crisis, if this letter was open to every one in public, how panic the masses would be!  It would probably cause a big chaos in the society by letting out such information which informed the public their safety would be threaten. And if the plan to invent the atomic bombs was published to all in the world including the enemies, supposed that Germany or Japan would produce the atomic bombs before the United States, how could we win the World War II? In that case, the history would be overwrote alone the public. The information which is related with the supreme secrets or the military plans of the nation, should be withheld for guaranteeing the interests of the whole nation.

Furthermore, as a social member, political leaders have the same right to keep their personal information in secret as any one else in our society. Since we advocate the equality among all people, the political leaders should also have the rights and could be allowed to keep their private affairs not to be open to the public. Moreover, it seems to be naive to disclose all the information including some character flaws about a politician to all. As a political leader, he/she has to set up a good image in face of the masses in order to maintain his/her authority. Take example of ancient Greece, all information about the leaders should be free to access. However, just because of this convention, so many intelligent leaders could not put their brilliant ideas into the practice. They could not establish the prestige in the public for some of their private defects were disclosed to others. Therefore, it is not wise for the politicians to bring all their shortcomings into open in order to set up the trust in the public and facilitate their work.

The political leader, of course, could not abuse the power of them to keep some important information in secret so that they could gain the benefit from it. Freedom of information about activities of the government is a fundamental but important right for the public.

In sum, political leader should reserve some information which would disturb the society or have something to do with the military strategies, while make the other political activities transparent to the public. They should not cheat the masses for gaining their own interest.
