The speaker makes a claim that few restrictions should be placed on the research and development of science. Admittedly, restrictions from power group like the government would do harm to the freedom and passion of scientists, thus should be reduced to the lowest point. Nevertheless, with these openness of scientific research come such problems as unrestricted hazardous research, duplicated endeavor, or conversely, talent shortage in unpopular fields. In my observation, the speaker should include both bright and dim sides of restriction on scientific research and development before reach the final assertion.

To begin with, there are at least three drawbacks of adopting restriction on science. One is that governors, as outsiders of most scientific fields, might make unfair decisions involving evaluating the value of certain program or survey and come up with policies with unreasonable preference that would affect the direction of scientific research. Some leaders, like the Consistory in 17th century, even purposely lead scientists to a blind alley. It is the consistory that forbidden the publication of On the Revolutions of the Heavenly Spheres, the masterpiece of well-known astronomer Copernicus. The restrictions from then thought ruler, the consistory, even deeply harm the human personal rights of contemporary scientific workers, including Copernicus. This is
another reason that undue restrictions by government would offense public security and freedom of speech. The last but not the least, inspection toward scientific works from local government to competent authorities should be blamed for delaying the timing of
cutting-edge researches.


However, such dangerous scientific research as applying nuclear energy or developing new weapons should be manipulated under the supervision of government for the merits of public safety. Consider the Chernobyl disaster that started by the leak of nuclear energy, jeopardizing three million innocent citizens in the neighborhood. Without the strict supervision, the frightening scenes of virus overflowing from medical labs in the popular movie --Resident Evil—may turn into reality. The government are responsible for periodic inspection on sensitive research institution, in order to guarantee the safety of public.

Moreover, researches on subjects that would benefit the society but suffering talent shortage require support from government in terms of finance and education. For example, environment protection is a great concern of generations especially for the coming generations. A discovery of new environment-friendly energy will be a perfect solution to this problem, therefore, governments encourage scientists to do more research in this field. In this way, government serve the needs of society by allocating resource and human resources properly.

In sum, although restrictions may have adverse influence on scientific researches, their merits outweigh weakness, playing an vital part in protecting public interests. For the safety of public lives and poverties and for the future of next generation, appropriate restrictions are needed.
