43"To be an effective leader, a public official must maintain the highest ethical and moral standards."

In my opinion, the relationship between leader and the ethical and moral standards is just like it between a pen and the quality of its ink. A pen of high quality can write fine lines with common ink; and if it fills with better ink, it can write smoother; while with inferior ink, the pen still works, but its working efficiency will be affected more or less. But a pen get its nib split, no matter how advanced the ink is, even can't work.

Obviously, the refinement of pen is the precondition. Which means, to a public official holds ambition of being a effective leader, it is his/her faculties - involving outstanding leadership, acute perception, and tub-thumping eloquence usually, and so on-- that is the first and foremost condition. That is because when people ask questions like: "Why we need leaders? What can they bring to us? ", they find out that what they need are bellwethers that can bring factual benefits and profits to them. And it is bellwethers' capacities, instead of moralities, make their life better. Take a look back on history, it is clear that the reason Roosevelt pulled the State out of swamp of finical crisis was not his high standards of ethical and moral. Instead, it was his extraordinary ability to control economic and situation. Would the economic back on its feet even if Roosevelt contributed all his property to the country? And Churchill, a man betrayed his party membership twice, at least can't be called as loyalty, leaded Great Britain to the victory of World War with his excellent leadership, tactful, diplomatic maneuvering, and talented eloquence. On the contrary, a well-know philosopher of ancient China, who is admired as the symbol of morality and ethicality – Confusions - in fact, couldn’t be a successful leader as his lacking of the precondition of leadership.

Of course, the quality of ink infects the working condition of a pen to some degree. It indicates that though the highest standards are not required, the moral characters of officials do have influence on his efficiency. In the condition of equal abilities, the officials, who possess competence at work as well as virtuousness, confront with fewer obstacles in implementing policies than those who are troubled by scandals. After all, the officials are representatives of certain groups and everyone prefer representatives of relatively positive images. Just like a president, usually regarded as the emblem of a country and the symbol of government’s credit. And it is unconvincing that a president who is accused of philandering appeals his people to keep loyalty to marriage. What worse, officials who violates public profits because of their personal moral shortcomings would be put down sooner or later. Like Shuibian Chen, a man once elected as dominator of Taiwan with high approval ratings, is now in prison because of his corruption.

In sum, public officials are not necessary to be saints of perfection, but the level of their morality should be in an acceptable extent, which won't injury public interest. And then, they can work effectively and make contribution to society.
