Today, the board says that only one quarter of all citizens are adequately fit and suggests that spending too much time using computers may be the reason. But since overall fitness levels are highest in regions of Corpora where levels of computer ownership are also highest, it is clear that using computers has not made citizens less physically fit. Instead, as shown by this year's unusually low expenditures on fitness-related products and services, the recent decline in the economy is most likely the cause, and fitness levels will improve when the economy does."

In this argument the author asserts the reason of the decrease of the fitness rate of the Corpora was due to the low expenditure of the fitness related products and services rather than the long time use of the computers, and go further to claim that the fitness rate will increase with the economic recovery. While in my concern the device listed by the author can not support the conclusion.
In the first the rate of people met the standard of the adequate physical fitness has decreased from the 50% to the 25%, can not indicate that the healthy level of this nation was undermined, for as the time goes by the standards for the adequate physical fitness would be changed, especially improved in many items. Given the healthy level of this nation indeed decreased, the mere fact that the over all fitness levels are highest in regions of Corpora where levels of computer ownership are also highest can not convincing me that the decreased healthy level has nothing to do with the usage of the computer. It is entirely possible that the fitness rate of the people in the higher ownership of computers has decreased sharply during the twenty years compared to themselves before, But the fitness rate of the is still the best all around the nation.
Even the computers really have no relationship with the derision of the health level in this nation, the author pointed it is due to the low expenditures of the fitness related products and services. It is entirely possible that due to the recession of the economy, the average price of the fitness related products and services has decreased, while the assumption of the fitness related products and services has been improved, or some other reasons alike. Let's assume that the decrease of the fitness rate has something to do with the low expenditure of the fitness-related products and services, there is no information indicates that fitness rate will increase with the recovery of the economy. With the increase income people may spend more on the education and the household rather than the health care.
As all discussed above the argument is open to question. To better assess this one, the author should provide more detail information about the health state in this nation, and cite more data to show that the low expenditure of the fitness related products and the service indeed related to the fitness decrease as well as the role of the economic decrease in this process and something alike.
