TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

To provide more income for the population of the Paraterra(P) and also present the natural environment of this tiny country,
the author asserts to imitate the policy of the Bellegea(B) which is a nearby country. The author presents that this year the number of the foreign visitors arriving in the B main airport doubled and income per capital of this country increased by ten persent. Seemingly reasonable as this argument is, there are still some details items require further consideration.
To begin with, the author has not presented any information to support that the increase of the foreign visitors and the income per capital is the result of the development of the ecotourism in local. It is entirely possible that it is the delicious food or the fail of the other airport of this country which lead to the increase of the visitors in the main airport. It is not dissimilarly, may be the enhanced industry contributed to the increase of per capital in this country this year. Further more, I have to consider, whether the prone of this year can be kept in further, as any economic event in one year can not alter the whole economy of a country.
Given the result of the B economy in this year was due to the ecotourism policy of the country, I still should have a look if the P country also has the proper environment to develop the ecotourism, as the ecotourism requires some natural resource and much investment to establish the related hotels and hospitals to offer better service. Even the this policy is suit with the reality of the P country, no information can convincing me the current director of the B country Tourism Office is proper for the B country. I do not know whether the good state of the B country is resulted from his ministration; whether his method or experience can be applied in the B country. Even he has the capacity to lead the tourism Office of the B country, I wonder if there are some people more proper.
As discussed above, the argument is entirely open to question. To bolster it the author should offer more detail information about the real state of the two countries as well as the natural resource of the B country. Further more, the author also should consider if the tourism director of the B country is prepare to the P country, and weather there are other people more proper for this post.
