Laws and the legal system as its name suggests that behavior of people in society are forced and cannot always do what he/she wants do. However, law and the legal system are established by human beings, so it is undoubtedly that some problems of modern society cannot be solved only by laws and moral are also well functioning. Therefore, I agree the author’s statement insofar.

Admittedly, laws and the legal system are established by nation, a way to limit people abide by laws and punish those whose against laws. Just because there exists many laws relevant different fields respectively, such maintain society stability and market order. In this sense, laws and the legal system are actually solving many problems of contemporary society. It is Laws of Food Safety, which makes consumers assurance and oblige food producers make legitimate food products. It is Laws of Labor, which protect worker’s legal rights and facilitate companies to offer their employees correspondingly treatment. It is Laws of Business, which effectively impede commits and protect order of market. Many laws are gradually improved and perfect, thus these laws safeguard security of people and keep order of society.

However, there also exists some problem which cannot be solved by laws and the legal system. For one thing, although people’s behaviors are enforced by laws, yet some natural characteristic are hardly be changed, such as selfish, dishonesty and so like. These are not in the range of laws but are possibly influence cooperation and communication among people. Moreover, many problems are over the range of laws efficacious. Some like a problem that possibly every nation and every races-racial discrimination-so far some related problems of moral and spirit aren’t up a legal level but also at a moral one, including racial discrimination. Even more, people usually suppose they won’t be punished when they are not make a serious mistake, nevertheless the behavior probably should be condemned by moral. At present some people do not give a hand to vulnerable group (like the old, the young and the handicapped) and impassioned express to them. Thus, although laws are established in many fields for keep order and stability, some problems are not in the range of laws also disturbing order of society.

Even if there are some omit of laws, it doesn’t mean all aspects should be referred by laws, a perfect one but cannot exists at present. Over ordered rules would not be received by most of people which defend the origination of laws-obligation and limitation. What’s possible method is combine laws and moral organically in order to build a harmony society. From the provisions of the law and restrain people's words and deeds, morality is invisible influence people prefer to comply and preserve order.

All in all, without laws and the legal system, society would alter into disorder an instability, without moral, people would not have a sense to build society better. Thus, a integrate person should keep moral rules and comply with laws, for the sake of contribute a harmony and ordered society.
