I partly agree with the statement. In the real world, it is the basic requirement for a government to guarantee its civilians to survive. Therefore, the money should be used to improve the living condition. However, the art also needs to be supported for it can encourage people to fight against all obstacles for their live.

At the every beginning, I admit that the fundamental stuffs to survive such as food, skills and work are needed which contribute to the development of a society. As a student, I know exactly the terrible feeling of being hungry. If I miss a breakfast, I will not work as effectively as usual or pay full attention on classes in the morning because my mind can not help thinking about food. When comes to others it is the same. For example, nowadays, in Africa, people there are still suffering the starving which makes them unable to study or even live for a long time. I have seen quantities of pictures demonstrating the poor situation and more and more children are dying held by their mothers with hopeless sight. Without enough food stuffs, these young lives will leave us forever. On other hands, despite the lack of food, other factors like unemployment may also result the similar social problem that people are facing bad living condition. Therefore, it is important for a government to allocate most money to solve these kinds of affairs to ensure civilians’ normal live.

Secondly, it is necessary to give financial supports to arts when the money is enough to meet the basic needs. Art can make us dream and encourage human to work to attain them. In our common sense, the most important difference between human and other animals is our imagination. Thanks to it, we built skyscrapers, we landed on the moon and we developed a great number of technologies. However, if there is no art any longer, we will loose our original energy to invent and discover. To the end, the whole world can not get any developments. Utopia, a dreaming country, everything there seems perfect. People never worry about food and work, instead, all of them have a not only healthy but also rich live. If people with starving have ever dreamed about a similar world, they would probably devote all themselves to accomplish it at least improve their current conditions. If not, the only thing they will do is to wait for the doomsday.

At last, we also need to consider which kinds of measures should be taken. Obviously, it is not a wise decision to sustain everything related to art. For instance, I don not think government ought to build a luxurious museum to provide civilians the opportunity to enjoy arts. When struggling with live, people have no extra money to afford the tickets and, to the government, these funds should used in other ways like the public facilities or the research of a new kind of rice.

In summary, the government should put the basically social problems to the first place and try best to support arts at the same time. Only in this way, can a society get out of the struggle in a shorter period of time.
