According to the issue, government should place emphasis on immediate problems rather than anticipated problems. While I admit that today's problem is important-due to currant profit and security, after thoroughly thinking about the issue, I content that anticipated problem are realistically need equal concerning.
That immediate problems should gain enough care is undoubtedly. Otherwise, maybe a tiny problem nowadays will enlarge into a significant event in the future. It is easy to understand with the example of deepwater oil spill in the Gulf of Mexico, which has brought about nearly 1 billion lose financially and come up with the unprecedented environmental crisis in US. Although responding departments have taken action in order to chocking the hole but they failed in this plan. That is an immediate problem need urgent solution, or by more and more oil floating on the ocean, it will undoubtedly threaten the ecological environment around. Accordingly, nowadays government together with four biggest oil companies commits one billion dollars to create a Rapid-Respond plan purposing to solve the problem here.
However, I contend that anticipated problems are more important(有点绝对,不建议使用这样的语言) and should be focused on first because present was the future of the past and likely immediate problems were actually unsolved anticipated problems in the past. Let us get to the example above again. If government together with oil companies recognize the potential danger of the deepwater oil spill and implements several policies or establishes relative prevent system, the problem facing nowadays will never happen actually. Similarly, government should foresee and predict the hidden danger and problems which will raise great crisis if break out in the future.
In the realm of economics, for example, the whole world suffered the financial crisis bursting in the US, resulting in finance’s regression, causing millions of workers lost their break-earning jobs and lots of companies bankrupt. Who should respond to this economic crisis? What should the government do now to ameliorate the situation? How to prevent another one in the future? As the leaders of the nation, it is not only a lesson from the financial crisis, but also, which is maybe the most important; new policies in order to control problems nowadays and prevent future replay should be promulgate. In that case, government's behavior should take into consideration the combine of these two issues, lacking of any will result in a problem immediately or in the future. For example, if the government waste too much resources to meet the demand of industrial development while on the other hand, ignoring the development of new resources and energy-saving equipments, problems of lacking resource will be serious in the future; if government put over emphasis on the anticipated problems, to promulgate policies and laws adapt to future situation, which is improper to present, it will make a negative influence and feed back to cause a immediate problem. In a word, government should balance their concern on immediate and anticipate problems and make policies adapt to present and future developing demand.
In sum, immediate problems and anticipated problems should share the same importance for they are overlapped in fact. Policies focusing on both sides will better solve the problems nowadays and well prevent the problems in the future, which will create a better society as a whole.
虽然要求要有深入的分析,但是我觉得比较清晰的结构和全面的论据更有说服力。对于一个很大的段落,会使的人失去看下去的兴趣,个人看法哈。
