The issue claims that to be an effective leader, a public official must maintain the highest ethical and moral standards(建议改写一下,照抄会扣分的). I acknowledge the importance of ethical and moral standards, although I am skeptical of the (feasibility and necessity)这两个词不仅压尾韵而且很好的表面了主题,非常好! of maintaining the highest ethical and moral standards.
First and foremost, the importance of ethical and moral standards is undeniable. Firstly, public officials are given offered会不会好点 considerable social resources at their disposal好!, which could be used for personal benefits. A public official with high ethical and moral standards are able to resist the temptation(改成 those temptations会不更好点), thus prevent government efficiency from being impaired by corruption and embezzlement. Secondly, the behavior of public officials can be considered as a mirror, which reflects the civilization of the place where删去,感觉更通顺些 they represent. If a public official is capable, polite and ready to help, a good impression will be made on the outsiders. On the other hand, if the official is rude, egocentric and selfish, we would probably think badly of the place. You cannot expect your supporters to be faithful if you are not trustworthy yourself. Mahatma Gandhi who is ascetic and maintains the highest moral standards, inspired many people to follow his example and finally led India to independence.
However, the inherent nature of their job almost denies public officials the opportunity to maintain highest ethical and moral standards, because they are often placed in a dilemma, no matter what they choose, something bad will happen. President Truman faced such an either-or problem in 1945, as to whether drop atomic bombs in Japan or not. If he does, for each bomb dropped, a city will be razed to ground, many innocent Japanese citizens will be dead instantly. If he doesn’t, about one million soldiers from Allied Power will give their lives to make the Japanese surrender, leaving another million mothers and wives heartbroken. A saint would not take the first choice to hurt innocent people, but as US President, Truman has to choose the latter and more effective one, since he must defend the interests of American people to the best of his ability. When effectiveness and moral standards are antagonistic with each other, which happens frequently, the only thing a public official can do is to strike a balance between them.(这段写的好)
Besides, is also 语病?unnecessary for the public officials be as moral as spiritual leaders. Public officials are also 太多also了,感觉可以改成stillservice-providers, just like our 去掉感觉会好些plumbers and barbers好!. They are elected and enjoy a high social status just because they are good at making public decisions and this doesn’t have a direct relation with private life. After a cursory review of the past, we find that many American Presidents had extramarital affairs 这个次会不会太正式了用sex scandal会不会好点 , including Franklin Roosevelt, Eisenhower and Kennedy. No one would argue that their performances as Presidents are above the average, although whether they are good husbands is open to question. I think effectiveness decides whether a public official is good or not while the moral standards they maintain separate great officials from good officials.
To sum up, great leaders who not only lead us from one victory to another but also serve as excellent role models, like Washington and Lincoln, are gifts given by God. We cannot expect every public official to meet that standard.
