Assuming that the water condition is all due to the chips manufactures, ignoring the statistics in the past, and being regardless of the cost and other possible means, the author tries to convince us that only by limiting the chips-maker in water usage can improve the water quality. Neglecting too many crucial factor and without logical organization, this argument does not sound.

Firstly, there is no evidence that the computer-chip factories polluted the water. Even those factories use a big amount of water, to what extent the quality of water worsened is still open to doubt. The author ought to provide the detailed information of the waste water produced by the chip-manufactures.

Secondly, as the author does not inform us the water quality of Eliot Valley 20 years ago, we may probably guess that the water may had already been dirty since then. Possibly the water quality is much better than that of today. We cannot make such a hasty conclusion that it is the industry causes the pollution.

Thirdly, even if the water quality was been worsening only in the past 20 years, there are still other possible explanation for the pollution. For instance, perhaps there is a paper-manufacture or chemical lab which produces more pollution into the water. They are of a bigger possibility of pollution. We should not attribute it all to the chips-maker/

Fourthly, granted that the chips-manufactures are the main source of pollution, limiting the amount of water can solve the problem is still open to doubt. As we do not know the connection between the amount of water using and seriousness of pollution

Last, even the limitation can reduce the pollution, we still cannot believe that the water quality will improved, as the water quality is influenced by many other factors. The author ignores the means should be tried to prevent the water from polluting all-round.

In sum, the author makes a so hasty conclusion that the water is only polluted by chips-manufacture and only by limiting the amount of water can solve all the problems. To find a better approach of dealing with the pollution issue, the author needs to discuss more about the other source of pollution, the water condition history of this region and acquire more detail of the chips-manufacture. Then he will make a new plan to improve the water quality
