i cannot understand that the editor thought his word confirmed what he saw. after this editorial i found that it's difficlut to do something just follow oneself's feeling.

there is a fact that mason river has been seldom used for any kind of recreational activity at present, so it wants a conclusion. for me i will interview the people who are used to play at this river, and check out the reports and storys about the river since it was always used. if there is need, i may phone the national centre of water to ask some information. at least, it is not simple, and we need a lot of meterial to find something, not to prove something.

first, the editor found that the region's residents consistently rank water sports(swimming, fishing, and boating)as a favorite form of recreation, and there have been complaints about the quality of the water. it seems the tip of the thing, but it can't be a provf of the conclusion. there are many existing reason to explain.

the favorite is one thing, and the action is another. in the modern society, every body is hard working for life and they may like the water sports, but it is unable to take one. you can prove that people like to swim at swimming pool instead of river
now whether the river is clean or not. with the rapid rhythem, many people are unable to enjoy their lives and even fishing. many possibilitise are there you can't just say that it's because of the quality of water.

second, let me give an example. my mother couldnot find her pen last night and that day her handbag is not closed. so she said it must be lost because of the handbag is open. but she found that pen was inside of a book which also in her handbag.
the pen was not lost. it was there, and you just didn't find it. people always concludes something without careful thinking, and insist that the end and the reason which they thought are sure enough, and natural. but things are not always that natural and "black or white".

follow his saying, there came his suggestion that "recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River." let's suppose that the river was seldom used because of the water pollution. so what you need to do is just to take the people back to river not to the bank area. and who knows that it is not good now. and maybe it is because lack of money in the clean project  of river making its seldom using. on another hand, it is not because of the water pollution. so it is not the fault of the place, and we cannot to spare more money on the thing that was useless to our citizens. our money is from them.

in fact, a city has a river which is wonderful. people should live with natrue and close natrue, especially the mather of human, water. it is a good start to make it clear that why people don't go to play in the river, but concluding simply is also a fault.

finally, the facts cannot prove the conclusion of the editor, and there is also no need to increase the budget for improvements to the publicly owned lands along the mason river.
