题目:ARGUMENT 89 - The following appeared in a newspaper published in the state of Celera.

"Speed limits on our state's highways should be eliminated in order to increase our state's prosperity. Because greater speed means more efficient travel, commercial deliveries will be faster, increasing business profits. Elimination of speed limits will also make driving more attractive to motorists, so that more people will use the highways, providing more highway toll revenues for the state. At the same time, safety on our highways will not be affected: daytime speed limits were eliminated last year in the western states of our country, and no significant increase in the number of accidents in these states has been reported."
In this argument, the arguer recommend that the Celera should eliminate the speed limits so as to increase state's prosperity with two major assumptions that greater speed can generate increasing business profits and attract more motorist so that revenues from highway would rise. In addition, the arguer cites the successful example of western states. It would be plausible at first glance, however, through careful analysis, this suggestion will be of no use.

It is obviously that the arguer unfairly assumes that greater speed means efficiency and profits. A proper high speed may somewhat more efficient. But some common senses tell us if the speed is beyond a normal spectrum, the use of oil will dramatically increase and lead to energy waste instead of efficient travel. Commercial deliveries may somehow faster, but it cannot guarantee augment in business profits. As is know to all, profit is the rest part of income subtracting expenditure. Faster deliveries may not necessary lead to increasing income when the charge remains the same while speedy travel inevitably costs more money. So the assumption that greater speed would bring out a lot of advantages is totally ungrounded.

It is still unwarranted for the arguer to assume that elimination of speed limit will make more use of high way and gain more revenues. Firstly, the arguer does not provide the current situation of the travel speed and the preference of the drivers toward speed. It is equally possible that the drivers in Celera show no interest in high speed travel. Abolish speed limitation will not be effective on them. And it is equally probably that most drivers are afraid of traffic accidents. Once speed limitation is eliminated, they reasonably assume that more accidents would happen and they will reluctant to use highway. The result of this policy, which will except the arguer's expectation, makes less use of the highways and the revenues will diminish without any increasing.

What is more, the arguer simply takes other area's incomplete result without detail information to show that these two areas are truly comparable. On the one hand, whether the safety of the western state of the same country is truly not affected is open to doubt. That no significant increase of accidents in these states reported does not mean there is no boost in these areas. Large amount of accidents happen but not reported or it is prohibited to report additional accidents for the purpose of maintaining the elimination. And in addition, last year's situation cannot not be representative to apply to the current year and the following years. So the result of the policy in western states is suspicious. On the other hand, even granted that this policy truly take effect in western states, the same policy may not equally effective in Celera. Maybe drivers in western states are more careful when they are driving, even the limit is abolished, they will not exceed the normal speed, while most drivers in Celera young people would pursue excite and prefer to drive as fast as possible. Thus, a plausible policy in western states will caused serious problem in Celera if adopted.

In conclusion, lack of certainty of the two assumptions and the detail information about the concrete situation in Celera and western areas, the recommendation of eliminating the speed limit may be disastrous rather than profit winning.
