提纲1,对突发时间反应重要
2,未来的问题现在不想办法很难解决
3,任由future problem 发展会带来更多的immediate problems

In retrospect, many immediate problems such as Indian Ocean Tsunami, 9/11 attack from terrorism and Wenchuan earthquake accompany with the governments' response impressed us significantly. The immediate problems often happen quickly and are almost impossible to be predicted. Some tend to argue that if the government can respond more efficiently and quickly, more lives would be saved and the society could be more peaceful. Thus the government should focus more on the immediate problems rather than those future ones. However, solving certain long-term problems are even vital that the ignorance or underestimation would cause more dramatic disasters and immediate social problems though the future problems happen slowly.

September 11, 2001, a date seemed normal to others to the people before the date, two planes were hijacked by the terrorism and hit the Twin Tower in New York City, both of them collapsed after burning for hours. The US governments responded immediate to the attack that declared war with the terror. More importantly, police officials, National Guard and even the army were sent to help. It is for sure that one minute later they came for help, more people would suffer and some would die. I am not criticize whether the governments' response was quickly enough, but emphasize the importance of government help, the immediate reactions.

Nonetheless, could we suspend our effort to tackle the world's most persistent problems such as global warming and education problems such as unfairness, both could be regarded as future problems as they have not yet affect the world dramatically. While the government concentrate more on the unpredictable hurricanes and ignore the problem of world's pollution, could we maintain the diversity of species after pollute the earth 100 years later? While the government are pay more attention to the immediate attack from terrorism and neglect children from different regions are receiving different quality of education, can we still raise them to be responsible individuals since they are be taught to accept unfairness. Consequences associated with these future problems are even harder to be tackled.

Moreover, the lack of concentration of those long-term problems mentioned above could actually cause more immediate accidents to the world. Have we ever considerer why the people in Middle East hostile the US, simple because they are stupid? Have we ever considered that why there emerge an increasing number of hurricanes and tsunami, simply because we are unlucky? The lack of proper education contributes to the misunderstanding among people and results in terrorism. The overwhelmed pollution affects the balance of ecosystem that results in hurricanes and tsunamis. The society is paying off for the wrongdoings and for sure, if we continue ignoring the long-term problem, situations will go from bad to worse.

As for the governments, it is crucial for them to understand the necessity and importance of both immediate and future problems. The truth lies somewhere around a special analyze of both problems. The government must understand the roots of the immediate problems while try their best to rescue and solving. The process of tackle long-term problems would be long but effective. In this regard, the government should obvious focus more on the long-term problems in the normal days. But once emergency happens, it should also have a quick and effective respond to the problem.

In sum, the immediate problems are always dramatic and unpredictable. Government's reactions to them play a vital role and determine how many people we can rescue. In this respect, we can never criticize their actions are too immediate or cost too much. But the awareness that long-term problems may cause more immediate problems and thus kill more and sacrifice more of the social wealth should always be held. As the basic role for the government is to ensure its civilians' safety, the attention on future problems should paid more than those to the immediate ones.
