56."Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future." 政府应该把更多的注意力放在解决当务之急，而不是试图解决将来预期的问题上。

提纲：

政府应该注意解决当务之急，这些问题直接关系到人民的生存，但是也不能忽视对未来预期问题的解决和关注，对未来的关注是对后代的负责，对人类长远发展的负责。因此，要寻找当务之急和百年大计之间的平衡。

1、 政府要对现在存在的诸多问题给予高度关注并进行解决。现在的问题关乎人民的生存，政府的各种社会项目和社会服务应该着力解决人民最迫切的生存问题。例如：住房、医疗、失业、饥饿等，这些问题是关系到人的生存的重要问题，需要重点解决。并且，政府和国家的资源是有限的，要合理配置资源，实现效用的最大化就要将其用于最迫切的问题。此外，对于一个执政者而言，解决最现实的社会问题是其取得民众支持的重要保障，是维护政治统治和政治稳定的重要手段。

2、 但是，如果过多的关注当务之急，就会陷入解决紧急问题的怪圈之中。现存的社会问题是很多的，并且也不是一朝一夕可以解决的。例如，现在的金融危机问题…（从其产生的原因角度去说）…政府只关注当务之急，出现一个问题就去解决一个问题，而没有发展的和预见性的眼光，那么不仅不能很好的解决当务之急，反而会使问题越来越多，越来越无法解决，同时会导致政府的疲于应付，出现社会危机。

3、 政府要对未来的预期的问题给于高度的关注。预期的问题关系到我们后代的生存和发展，关系到整个社会甚至人类的长远利益。例如；保护濒危野生动物，防止全球变暖（京都议定书），对太空的探索…… 这些问题可能没有直接威胁到人民的生活，但是如果不给于关注就会造成后代的生存危机。

4、 最后，一个好的政府应该有一种全球意识和对人类命运与前途的预见。政府乐于解决现存的小问题，这样更能体现他们的政绩，但是，一个负责任的政府是要引导人民去思考未来的，而那些预期的问题往往是同整个人类的命运休戚相关的，在现在全球化的趋势下，如果政府不能对预期问题采取一些措施，没有全球主义视角，就会孤立于世界之外， 总之，政府要对当务之急采取有力的措施予以解决，但同时，也不能忽视对未来的关注，对预期问题的不重视是对人类自己的不负责任。当务之急和百年大计是相辅相成的，解决现在的问题是为了更好的促进未来的发展，而对未来的关注也能够为现存的问题的解决寻找更好的路径。 英文作文：

Should the government pay more attention to immediate problems than anticipate problems? Admittedly, immediate problems directly related to human existence and government should take some measures to solve them. However, anticipate problems which have the most lasting significance to help future generation also desire to be respected. Thus, keeping balance of both contemporary and future is important.

First of all, it is the government’s responsibility to improve the circumstances of people’s existence. Immediate problem such as low incomes, unemployment, high housing rent, economic recession, welfare reforms, high medical bills and mental disorders are essential for people’s living standards needing government pay more attention. Besides, considering that the resource of our society is finite, government should make good use of its society programs and society source to solve the most emergence problems. In addition, a clever politician knows how to manipulate his public opinions, finding ways to remedy and identify the urgent problems of society could win him extensive support from people which is a significant method to keep his or her power stable.

However, if the government magnifying the significance of current problems, it is may result in more and more problems to solve. Because problems will always crop up, and don't imagine that they can be solved once and for all; there are problems today and there will be problems tomorrow, yet our nation faces various social problems every day. For example, the emergence of the overwhelming American financial crisis contribute to, to some extent, the government and people’s “current policy”—— people stopped saving for the future, and began charging everything on credit cards. So, pay too much attention to contemporary may lead to serious crisis. I

t is necessary for government to emphasis on. anticipate problems that have close relationship with our generations survive and development, and with human being’s lasting benefits. Though some problems might have no instant influence on people’s current lives , such as world warming , protecting endangered species and space explorers ，without being appreciated，threat people’s lives in future probably .

Finally, a good government should have a sense of globalization and responsibility to the future society. In most parts of the world, global awareness does not exist. The great majority of nations concern themselves with economic development, regardless of its effect on the global and the future of humanity. To keep up with the trend of globalization, unless government learn more about international interdependence and political prophet or they can not suit the condition and survive.

To sum up, it is correct for the government to pay more attention to immediate problems for immediate problems which are relation to citizens' survive. But solving immediate problems without regard to anticipated ones may bring greater trouble to future. In order to prevent some emergencies from happening, government should pay more attention to lurking problems of the future. In a word, both of the actions are important, it’s unprofitable to conclude one should do this and should not do that.
