Facing the fact that charitable giving has declined in recent years, the passage hold the opinion that it is unlikely to increase in the future. On the striking contrast, the lecturer assumes that charitable giving will soon begin to grow up.

First of all, the passage believes government has nearly provided the public service, such as helping the poor, providing the health care and taking care of the victims from natural disaster. However, the lecturer points out that the number of people who need help, like the population of elderly people, is growing. So it is hard for government to cover the surging expense to help the less-privileged people, who then have to count on the assistance of charitable donation. Naturally, people will be glad to response to the need, thus, of course, donation will rise.

Secondly, the passage discloses the charity organizations are ill-managed. They spend most of their money on the leaders’ salary, traveling, office building and ads instead of helping people. On the counterpart, the lecturer says these disclosures will raise the anger among the public, which will certainly leads to the reform in charity organizations. In this way, donators will build up confidence and give away more.

Thirdly, the fraud cases make people be skeptical to the charity career, as the passage said. To refute this argument, the lecturer emphasizes that in the short terms people won’t fully believe the charity requirement; however in the long run, people will be more careful. They will ask for documental proof before donation in order to make sure it’s worthwhile. Therefore, the charitable giving will increase in the future.
