It is true that scientific research and development can provide people with more convenience and comfort,but it also bring with is some serious disaster. I concede that government should place some freedom on scientific research and development but not at that large.

Technological advances could lead to even more job losses.The cloning of human organs is controversial.Nuclear weapons are a threat to the survival of humanity.Brainpower crime is a result of science and technology culture, in the developing course of brainpower crime, science and technology culture take an effect of activator.In contrast to other crimes, the crimes of organ transplantation have the characteristics of obvious profitability, of great morality and of strong science and technology.The legal world has always been slow to keep up with technology, and the international law of cybercrime is no exception.So the restriction placed by government on scientific research should be judged according to the different nature of various research projects.

Technology is one two-blades sword which more and more shows its duality in practice,especially in the water-power project.
Science and technology is a double-edged sword,it brought many ecological environment problems,the conflict of human and nature removed continually. However to resolve this problem is one of the most important tasks of government. Government should neither put too many nor too few restriction on scientific research and development. If modern technology is creating an ecological crisis on the earth, disturbing the balance of nature, then it is a very simplistic solution to drop modern technology and go back.
