肯定作者观点的正确性部分,大多数时候解决眼前问题的确很重要。但并不总是如此。

集中精力解决眼前的问题,有很多好处。
首先,大多数时候眼前问题是更紧急的,集中精力优先解决紧急的问题是明智的做法。解决眼前的问题,收效明显而迅速,更体现政府的执政能力,容易获得民众的支持。
其次,不能解决好眼前的问题,政府可能会陷入危机,甚至失去未来。

然而,不能所有方面都都只看眼前。
第一,提前解决将来的问题,能够减轻未来的负担,使政府在未来能更轻松有效地执政。
第二,有很多问题如果不提前看到,提前解决,就会变得极其难解决,甚至不能解决,并因此对一个政府造成毁灭性打击。
4,政府解决问题投入的精力大小,除了应当考虑紧急性之外,还应当全方位考虑重要性,可行性,等很多方面。

Should Governments focus more on solving immediate problems of today rather than trying to solve the anticipated problems of future, as the statement suggested? Admittedly, the immediate problems are often more urgent to consider for governments in most cases. At the same time, however, there are still some anticipated problems cannot wait to be solved in the future.
I agree with the statement that government should focus on solving the immediate problems of today insofar as the anticipated problems of future will not become insoluble in the future. Firstly, focusing on carrying out policies providing perfect solutions to the immediate problems of today can bring a government an efficient and powerful image in its people, especially in people benefiting immediately from the policies. Take the Great Sichuan Earthquake, the disaster took place in China and astound the whole world, for example, the timely and effective policies aiding the survivors made Chinese Government a powerful and strong support to the people of the disaster area, which is highly spoke of by not only the people of Sichuan and China but also by the world public opinion. It is not difficult to see that if the government had not focused labor, financial and physical resources on aiding, the losses of all aspects will be out of our imagination. Secondly, failing to offer applicable solutions to the immediate problems, a government will leave their opponents more opportunities to spread their proposition to the public discontent with the government’s ignorance to the urgent immediate problems. The government may even be overthrew in some most awful cases and thereby lose its future forever. Then, there is no need to consider any anticipated problems any more. Providing good solutions to the immediate problems of today is the premise of the possibility to solve the anticipated problems.
Despite the merits of the statement, I cannot totally agree with the speaker when it comes to some special problems such as the environment problems. Some regional governments in China sacrifice local environment to develop the economy in order to help the citizens to get rid of poverty, they cut off forests for wood, kill wild animals for their skins or meat, pollute water to support the factories and so forth. They solve the immediate problems indeed, but the destroyed environment can never recover from the awful situation. Furthermore solving an anticipated problem before it comes to be an urgent and really severe one can often save a lot of energy and sources of all aspects in most cases.
To discuss this issue, we need to analyze the function of governments. A government is to administrate a country, including organizing the group of people living in the country and allocating the sources it assembles from the whole country. The governments’ special function is to make decisions for all the citizens at a higher level. Therefore governments need to look further than individuals and small groups. From this point of view, governments should not ignore the anticipated problems of future on the basis of dealing with immediate problems.
Basing on the analysis above, I believe that both the immediate problems of today and the anticipated problems of the future cannot be ignored for a powerful and efficient government, an all-around and balanced consideration hereby is needed for when making decisions to focus on a problem. Solving immediate problems is the foundation of the development of a government while only by considering and dealing with anticipate problems of future well, can a government continues developing.
