The following appeared in a memorandum from the manager of WWAC radio station.

"To reverse a decline in listener numbers, our owners have decided that WWAC must change from its current rock-music format. The decline has occurred despite population growth in our listening area, but that growth has resulted mainly from people moving here after their retirement. We must make listeners of these new residents. We could switch to a music format tailored to their tastes, but a continuing decline in local sales of recorded music suggests limited interest in music. Instead we should change to a news and talk format, a form of radio that is increasingly popular in our area."

Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

There are several severe flaws with the extrapolation of manager of WWAC.
First of all ,the retired people who've moved here may only make up a limited portion of total population in this area.If so,and if most original residents here are fond of current rock-music format of WWAC,the decision may cause a great loss of audience.The portion of newly moved retired residents should be evaluate and if it's really small,then the strategy may be a imprudent one.

However,even if the moved and moving retired ones account for a great part of the population here,it's possible that few of them would listen to WWAC or even they don't listen to radio at all.When the ratio of the new residents who'd  listen to WWAC is not adequate,the "format-transition" would be of little meaning. Therefore,investigation about the new residents' will toward listening to WWAC is also necessary.

Now we assume that the newly moved retired residents is of a large portion  among population of this area and there're enough would listen to WWAC if they change to a "proper" style.The problem is ,the manager fail to provide the evidence that news and talk is the very appropriate format.If it's indeed not,WWAC may see a more serious decline of audience.

Even if the transition in format will win new audience,there is possibility that this transition may offend the original audience.The manager also need to investigate how many original audience are at least tolerant to the "format transition",if most of them would leave due to the change,the manager had better turn it over about the decision.
To make the decision more persuasive,ratios about the new resident's apportion of  the population in this area, their potential will toward listening to WWAC , their favorite format and the original audience's opinion should be investigated.Of course,an comprehensive investigation about all residents' respectively favorite format is an alternative.
