不知原题中最后一句是不是这个意思:"没有任何一组比其它的组多过一个人,即只能比其它组多一个人"?
另外,有什么简便的推算方法吗

楼主理解正确
20/3 = 6 余 2, 4组3人,2组4人不可变换为其他组合(增加3组4人,必须减少4组3人,与题目不符)
(20-3)/2 = 8 余 1, 7组2人,2组3人 <=> 4组2人, 4组3人 <=> 1组2人, 6组3人
