Some people think governments should spend as much money as possible exploring outer space (for example, traveling to the Moon and to other planets). Other people disagree and think governments should spend this money for our basic needs on Earth. Which of these two opinions do you agree with? Use specific reasons and details to support your answer.
All the decisions what(which) governments take should consider our basic needs first. It is ridiculous that governments set aside their people who suffer starvation to explore outer space. If our basic needs have been met, we may support such projects like traveling to the Neptune. Basic needs can be changed some day if we no (想问下这个no是不是特殊的语法句型?)need to worry about food, and cloth, the most thing we may be the traveling to the(what?). So, in my view, governments should spend as much money as possible on our basic needs.
The money which governments have is created by people. Obviously, people are the basic(base) of countries. Government should take care of their people first. To ensure people live(living) in peace and happiness, so that they can concentrate on their works and study, then the developing of science, economy and so on. If people's basic needs could not be met, strike even convulsion likely(likely是形容词性) happens to harm society and block the outer space project as well. In this case, if governments want to get people’s support, they should cost enough money to satisfy people’s basic needs.
As we all know, the exploring of outer space is a project which cost both money and time. Meanwhile it is supported by science and technology. Even if the project has been invested enough money, it doesn't work without scientists and technologists. In Maslow's theory, the very first need of individual is physiological need which is the basic needs of living such as food, water and sleep. After these needs have been satisfied, people have enough motives to pursue more. Since flying to the other planets is a long journey, it needs effort of generations. Governments must pay more attention to what people need imminently, while considering and preparing something long-term.
The exploring of outer space should be an expectation of all the people, not only a country or a government. The most important thing that governments should do is to let their people live in peace without worry of war, famine

2, u made a concessioin that only under particular circumstances that the basic needs are fulfiled, could those technologies be emphasized by the government reasonably. This concession is rational and suitable for its strong
development of ur idea. But personally i suppose it would be better if u put it behind the 3rd paragraph, which needs a complementary development after theoretical explanation.
