A public official should maintain high ethical and moral standards instead of the highest. But to be an effective leader, that is not enough.

High standards of ethic and morality are needed for a public official to be an effective leader. It is impossible for people to choose a leader who is lack of conscience. One who want to lead the people, he/she must be a good person himself/herself. If a public official often get arrested by the police because of theft, will any one expect he/she to be an effective leader? Also those public officials who often lie can not be a good leader. Times again our public officials promise that they will try their best to get well-being for people, and it always turns out to be nothing. These leaders do not maintain high standard of morality because they lie to the people.

Although high ethical and moral standards are needed, no one can hold the highest, no matter average people or leaders. First, what is definition of the highest ethical and moral standards? Who can give a criterion? If there is a criterion, who can be the representative? Second, to err is man. Leaders are men, so they will make mistakes. If the criterion of the highest standards of ethic and morality is that one can not do wrong things and must finish everything perfectly, then there is no effective leader. But an effective leader should not make big mistakes, such as committing a crime, which will make people lose the confidence of him/her.

There are other things which can not be ignored for a public official to be an effective leader. The working ability is one of those things. A public official works for people, not for the salary, no one will select a leader who can do nothing for people. Why did I select jack to be our councilman? It is because he said he would strive for more welfare for our community. Another essential thing is the officials' leadership. Leaders point out a way to the success, and people follow them. For example, Dengxiaoping, one of the greatest leaders of China, pointed out the way of reformation and said China should be open to the world, then Chinese people made great efforts and now get significant economic development.

In sum, a public official should have not only high standards of ethic and morality but also working ability and leadership.
