H1-B process is a crapshoot. Some small law firms have no idea what OPT or H1-B are, thereby frowning on those applicants with such status or in need of visa sponsorship.
Personally I do not like NYC, too big and too expensive. My family live around DC. Therefore, DC is the market I want to be. I had other offers from Midwest and South (proving again that TIES could be made up during the interviews :lol).
