"Ties" are the reasons you can and will stay at a place, be that a law firm or a legal market. New York firms just assume that everyone wants to come to NYC so they don't even bother asking "Why New York?"
I work at a firm in Chicago now but I don't have a significant other who's a Midwesterner. I didn't grow up here and have never been to Chicago or the Midwest until law school. Only spent 2 years in DC after I left Beijing. Strong ties are not necessary but helpful, you only need to sell the idea that you are making an informed decision to work here, and if you are given an offer, you will accept it and stay for a while.
During the interview with my current firm, I didn't wait for them to ask "Why Chicago?" After a few small talks about my school (good to have an alumni interviewer) I just told them that I've lived in DC for 2 years, have done internships in east coast (NYC) and west coast (LA), been to most major cities, now I'm glad that I came to Chicago for law school and can't imagine myself living somewhere else.
Essentially I said, to me, Chicago is a bit of everything. Like New York, Chicago has a concrete jungle full of architectural gems, like DC, Chicago has neighborhoods made of beautiful townhouses, like LA, Chicago's beach is gorgeous during the summer. It's a place you can walk, drive and take public transportation to your office. Although the shopping area is not that great but New York is just a weekend away, and the rent here is so much cheaper.
After that, my interviewer did not question my loyalty to Chicago.
