Generally speaking, to some extent, the duty of a government is to take great effort to solve two kinds of problems. One is the urgent affairs which need immediate care; the other is the long-run problems which seem not so crucial nowadays.(没有必要解释吧) I partly content to the issue that governments should try their best to solve the immediate problems; however, they should not ignore the anticipated ones.
It is undeniable that handling the urgent affairs(用immediate problems就可以) deserves much attention by(from) the government since any delay of solving these problems may cause unexpected consequences in political, economic and social aspects. For instance, if a country is not able to guarantee a stable supply of enough food for its civilians and famine is coming, chaos or revolution(似乎是褒义词,disorder好点) may occurs in the nation and the government would be overthrown. Another example is unemployment, a stubborn problem no government wants to face. Once the unemployment rate reaches the limitation which means a terrible condition of economy, the workers and laid-offs will easily believe that the government is responsible for this---leading to social problems such as demonstrations or even violence. What's more, in reference to the homeland security, also an urgent affair which should be emphasized, no government would earn support continuously if it cannot resist coming attack from outside. In summary, these immediate problems appear so important that the government should focus much on them to ensure a stable society.(例子应该简练,国家安全应该既是短期也是长期问题吧)
Given that the urgent affairs deserve governments’ concentration in many cases, any government which overlooks the anticipated problems will be punished in the future. Take the global warming as an example. It is widely accepted that the global warming will do harm to our planet and if we fails to stop or slow it, the later generation will pay for it instead of us. Considering this, many countries have joined in the Kyoto Protocol and promise to decrease the carbon dioxide in their areas. We cannot imagine how the earth looks like a century later without this agreement and the countries' promise. Another hot topic in this world now is the energy crisis. Since the coal and oil is limited while the use is increasing day by day, any government which uses energy without limitation cannot guarantee a sustainable development and will become uncompetitive in the foreseeable future. Consequently, if a government merely focus on the urgent problems and ignores the anticipated issues, its later generation will not be able to enjoy a continuous development as they do now.(这段举例都和合适)
Taking into account the respective importance of the immediate problems and the anticipated affairs, a wise government should attempt to balance the both and pursue a sustainable development(论点不错,短语take…into account). For example, if the government is facing an emergency, such as flood and famine, it should concentrate on this urgent problem which is a matter of its civilians' lives rather than allocating much more money on protecting the wild animals regardless of the emergency. Nonetheless, when a country is enjoying a stable society and confronting no such urgent problems, its government is responsible to pay more attention on the anticipated affairs to make sure a better future for its later generations.(总觉得论证的怪怪的,说不好)
To sum up, since the urgent affairs influences the stability and well-being of civilians while the anticipated problems affects the future, merely concentrating on one side while ignoring the other one is unwise. In my point of(去掉) view, only by balancing the two sorts of problems can a government guarantee a stable society now and a bright future for its posterity.
总评:文章的脉络挺清晰的,语言还得加油啊。我的水平有限,可能说的有不妥的地方,多包涵.我写好也帮忙改改啊呵呵

The speaker claims that the immediate problems deserve more attention form than the anticipated problems of the future. I concede that immediate problems need to be solved and not to be delayed. Whereas, the anticipated problems concern the survival of the offspring. Thus, I refer that the government should pursue a balance of the immediate and anticipated problems using the limited resource.
        
On one hand, many immediate problems such as unemployment, poverty and lack of marketable skills will negatively influence social stability and sustainable development, thus deserving government’s immediate and urgent attention. If the unemployment cannot be solved immediately, the demonstration and strike may happen, which is a serious threat to social stability. If the environment problems cannot be settled in time, the situation may be worse in the future, which may need more money and energy to resolve it.


On the other hand, government should not ignore anticipated problems such as crisis of resources, which play a vital role in the future of the next generation. The government should take the sustainable foresight. As H.W.Beecher says “we should so live and labor in our time that what came to us as seed may go to the next generation as blossom, and what came to us as blossom may go to them as fruit. That is what we mean by progress.” In fact, there are many projects that have made by the government. For instance, though mars exploration program may be without any apparent gains in the short term, the government should attach importance to it. Another remarkable example is the crisis of resources. The government should not give up the research on the new energy, which serves an crucial effect in the future.


However, the time and money is limited for the government. Thus, a wise decision for the government is seeking a balance between the immediate and the anticipated problems. Taking this sustainable concept is not only benefit to the contemporary society but also do well to the next generation. Taking Nanometer Technology as an example, it is worthy for the better future and it may brings us environmental problems. Accordingly, the government should consider the both and take a balanceable decision.


In sum, both of them concern the destiny of the people; the government should not overlook either of them. To the better development of society, government should make efforts to pursue the balance between them for satisfying the limited recourses.

每个国家每个社会都会有两种问题需要解决,一种immediate, existing social problems,另一种long-term research。因为虽然第一种急迫(urgent),但是第二种也同样重要(of great importance)和不可忽视( cannot be ignored)
TS1. 解决现实问题的重要性。e.g.
supply of staple food
unemployment
homeland security
TS2.虽然……,但是解决长远问题也同样重要。
E.G.
energy problems(developing the new energy instead of the traditional one)
environmental issues(Kyoto Protocol carbon dioxide)
TS.3 两者要兼顾。 balance,具体问题具体分析

同意例子应该稍微展开写,我的确实太简略,不充实。
