17 The following appeared in a memorandum from the manager of WWAC radio station.
"To reverse a decline in listener numbers, our owners have decided that WWAC must change from its current rock-music format. The decline has occurred despite population growth in our listening area, but that growth has resulted mainly from people moving here after their retirement. We must make listeners of these new residents. We could switch to a music format tailored to their tastes, but a continuing decline in local sales of recorded music suggests limited interest in music. Instead we should change to a news and talk format, a form of radio that is increasingly popular in our area." Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.
1 WWAC认为该地区广播听众数量下降，是因为节目内容的问题，尽管来当地定居的退休人士使当地的居民量上升。因此广播公司决定要改变其广播内容的风格，从摇滚改为新闻和评论为主，企图使听众数量上升。
2 证据一：如果要改变广播的内容，首先要了解的是，听众数量下降的原因是什么，如果不是因为广播的内容，例如是因为现在随着互联网的发展，喜欢听电台的人越来越少，所以听众数量下降。如果是这样的话，电台内容是否更改，对于听众数量没有影响。
3 证据二：还有一个是来当地的退休人员，是否有听广播的习惯，如果他们都基本上不听广播的，而更喜欢看喜剧或者电视节目，那么节目的内容对于他们来说也无关紧要。即使内容作出调整也不会增加听众数量
4 如果要使听众人数回升，首先要弄清楚听众流失的原因，针对该原因来调整电台的节目；其次加强广播电台的宣传，使那些新搬来的居民了解电台及电台节目，可能会增加其听众的数量。如果没有弄清楚原因，而改变电台的节目内容，也是没有效果的。
The above argument is planning to adjust the format of their broadcast in order to stop the decline of listeners and attract more people to listen the broadcast after their adjustment. As the given information about the local situation, there are several evidences were thought to the reason of changing the form of music to a news and talk form, 1) the decline of local music sales, 2) the increasing of retire people here and the they may have a very different taste about the music. However, if we want to increase the listener of WWAC, it’s unconvincing to propose the above recommendation just based on the given evidences.
First of all, we should know about the real reason behind the decline of listeners. Probably, it’s because the increasing use of internet, people prefer to listen to music in computer instead of the tradition radio station. For this instance, it’s reasonable that the local people would like listen to music on PC or ipod and the listeners of radio declined since that. In this case, the audience of radio would not increase just by adjust the content of the programs.
In addition, there is another important evidence should be made sure that the music sales record has continued decline indicate the local people’s interesting of music is limited. Before we could draw this conclusion, we should provide the evidence about the relationship of the decline of music sales and the interesting of music. In current day, people, especially for young, like to download the latest music albums free of charge online and it’s more convenient and cool than listen to the radio programs. The increasing use of online music resources would damage the sales of music in stores and the sales of music would have a definitely decline for this reason.
Furthermore, the retire people probably prefer to listen to the music records as the old way and they would not listen to the music programs of WWAC.
In sum, we could not get the recommendation that the adjustment, changing the music form to the talk and news form, of the programs in WWAC would stop the decreasing of listeners and attract more people to listen to the radio station. There are more evidences we need to make clear, the real reason for the decline of listeners and the interesting of local people including the retire men, if we couldn’t make sure these information, the adjustment decision of WWAC would nothing but a valid one.
