Which kind of problems should government pay more attention, the immediate ones or anticipated ones? In the short run the former problems may deserve more attention. However in the long run, the anticipated problems also cannot be overlooked by governments. In fact, only searching for a balance resolution to combine these two concerns, the problems both can be solved completely and thoroughly.
First of all, few people can deny the significance of resolving the urgent problems. Such problems may include poverty, unemployment, terrorism and the like. After all, these immediate problems directly influence the national stability and people's interests. Since the primary goal of government is just to take the interests of overall people into consideration, and thus the immediate problems should be solved in time.
Meanwhile, the anticipated problems also cannot be overlooked by governments. Otherwise, it may damage people's interest in the long run. As a responsible government, it cannot only concern with current situation but also with what may happen in the future. By this way, the future generation may also lead happily lives as the today's people. Take the 8.0--magnitude earthquake in China as an example. After this disaster happened, excepting for the urgent needs such as rebuilding shelters or providing food to people in that area, the psychological education is also dispensable. Although some psychological problems may not reveal in the beginning, they may exert serious negative influences on people in the future. Such problems can also be called "post-traumatic stress disorder" which may lead to people in the disaster area depression, nervous or even likely to committed suicides. If the problems cannot be considered before it is too late, it may result in more serious consequences than just material lose. Accordingly, for the sake of the later generation, Chinese government should also pay high attention to the anticipated problems.
Finally but may be the most importantly, governments should realize that the two kinds of problems are not separated from each other and thus the government need focus on both at the same time. First, if the immediate problems cannot be solved in time, the price to settle them in the future may be higher. Take the Somali's private to illustrate it. The serious international plague is actually rooted in the problems which were not resolved before. The primary reason to cause this issue is the poverty, unemployment to Somali's people in a long time. Yet the government lost the timely chance to settle these "immediate" problems at that time. Then nowadays the governmnet should pay more resources and energy to face the much more serious situation. Therefore, in this respect, without solving the immediate problems of today will cause much more painful plagues in the future. Secondly, the means which also take anticipated problems into consideration might be help to tackle the urgent ones. For instance, the energy crisis is a serious problem all over the world. If the governments merely want to resolve the current shortage problem, they may call on reducing the energy consumption and prompting the using efficiency. Nevertheless, by such means in the future the problem about shortage of energy may still exist. A better way to resolve the problem may to tap renewable resources, such as solar energy, wind energy and the like. When the governments can also consider the future possible problems, the means to resolve the current problems one may be more completely and thoroughly. Above all, no matter immediate ones or anticipated one is the first concern of the government, only when they take them into consideration at the same time, they will get more reasonable and completely ways.
In sum, both the two kinds of problems are important, and government should not overlook either one. Moreover, these problems are not mutual exclusive, and government should search for a balance to these two kinds at the same time. |
