Worries about internet security are growing—cybercrime, cyber-espionage, cyber-terrorism and cyber-warfare are increasingly preoccupying decision-makers inside and outside government.

The American government worried that cyber-attacks on America will happen some time. Many of the attacks are purely criminal, while some of them are made by government.

Stuxnet, Duqu and Flame are 3 software viruses. Of course, they bring 'damage'; but "some researchers argue these new weapons are not as dangerous as they are often made out to be and could in fact reduce the risk of a physical conflict."


Cyber-security: The digital arms trade(3'30'')
Exploits is packets of computer code, which allow the hacker to find “vulnerability”. Exploits  themselves are legal, but buying and selling of illicit exploits is not allowed, because they can be used as “digital weapons” by despotic regimes. It is hard to track down exploits, thus some governments and even allwell-financed intelligence agencies use exploits to get information as a digital weapon. Thanks to the high demand of exploits, their prices become higher and higher. It is also low risk to code this kind of programmes.

3 lines to describe the situation of world technology:
1. Flattened out - Extensive growth & Intensive growth : the over trend is increase in German, British, Japan; fluctuated in U.S.
Extensive growth is a matter of adding more and/or better labour, capital and resources.
Intensive growth is powered by the discovery of ever better ways to use workers and resources.

2.Rising tide - about "growth in output and overall economic welfare" : U.S.' is significant higher than the average of world, esp. since 1950
3.One big wave - about "real output per person" : the U.S. take over the U.K.
(my summary about the current situation is : after the peak)

compared with pervious performance, some cases are getting better, while some are worse

Technological progress does not require all technologies to move forward in lock step, merely that some important technologies are always moving forward.

granted that some up-to-date innovation dismiss the worry about further, but the growth generated by the technology is decrease. This change may due to: 1. the economy is now much regular 2. the role of government less effect 3. the slowdown in energy 4. globalisation

DAY08-8.03

Ancient after all?(5’)
Background: a piece of evidence has been found to identify the Solomon's temple. The Israeli authorities shifted their position from believing its a forgery to an antiquity.
This change starts from the charge of Oded Golan with forgery. The Mr. Gded was acquitted of all forgery charges. However, recently, the government is willing and try to overturn that ruling, because the inscription was still considered fake but the stone itself was now regarded as ancient. As for Mr. Oded, he would love to leave this stone tablet to a museum rather than give to the government.


Happy markets, struggling workers(2’20’’)
A survey showed that there was only 0.1% rise in the households’ income, while there 16% up in the FTSE 100 index. This suggests that investors are rolling in it, while ordinary workers still struggle. This, of course, leads to some political protes. The author thinks that it is better to encourage those investors and businesses to create jobs; however, it is hard for the government to narrow the gap between the financial markets and the rest of the economy.


Past performance may not be predictive(3’)
The author “very sympathetic to the view that the selection process should focus intensely on monetary policy views, and that the candidates should not be allowed to campaign for the job without discussing their thoughts in some detail.” And the author holds his opinion because that 1. people will not do as what your predict; 2. situations are different now.

Background: Uruguay’s proposals about Drug-law reformers
Map1. the current situation around the world;  Portugal decriminalised the personal possession and use of all drugs, but drug users are still stopped by the police; the supply side of the business remains illegal in Netherlands
