Exploits is packets of computer code, which allow the hacker to find “vulnerability”. Exploits themselves are legal, but buying and selling of illicit exploits is not allowed, because they can be used as “digital weapons” by despotic regimes. It is hard to track down exploits, thus some governments and even allwell-financed intelligence agencies use exploits to get information as a digital weapon. Thanks to the high demand of exploits, their prices become higher and higher. It is also low risk to code this kind of programmes.
