Thank you very much for your email.  Personally, I am not planning to take on any new students over the next year, but many of the faculty in our department will likely be needed someone with your interests.  You have an outstanding background, and I encourage you to apply to our program.  Our program is very highly ranked and so admission is very competitive.  Due to the high volume of applications, all applicants are first screened by a committee before being matched to faculty projects.  So if you write other faculty in our department, they will probably simply refer you to me in my capacity as director of graduate studies.  You chances of being matched increase with an early application.
