题目:
Many of the world's lesser-known languages are being lost as fewer and fewer people speak them. The governments of countries in which these languages are spoken should act to prevent such languages from becoming extinct.

提纲:
1、成百上千种语言面临着灭绝,这是一个无法逆转的客观趋势。即便如此,政府仍然应当采取有效措施减缓它的灭绝进程。
2、语言灭绝是客观趋势:直接原因&间接原因,小语种的命运必然是灭绝,由此引出应该给与人为的积极的干预。
3、政府采取措施的必要性:语言代表一种文化,语言灭绝会导致文化的多样性消失(这里我觉得应该再深入一些,但是实在没有思路了),因此政府应当采取措施保护小语种。关于语言代表文化的例子:color vs colour。
4、保护语言的必要性:驳斥“如果说保护语言是为了保护文化,那么只要建立语言和文化博物馆或档案馆保存就可以了,这样我们也能了解多种多样的文化”这个观点。只有活着的语言才能体现文化的多样化。类比:物种多样性。
5、结论。

Coming with the globalization, thousands of languages are in danger of extinction, which is an objective and irreversible trend. Government, though, should take effective action to slow down the disappearing process.

It is an inevitable result that a language, as a means of communicating, is obsolete when it is unsuitable for the integrated society. To meet the needs of communicating with foreigners, people learn another more commonly used language, such as English. Fewer and fewer people speak the original language because there are more and more people, perhaps, speak English. And then the mass media start to use English instead of the native tongue after English becomes the official language. No one use their own language in the daily lives and the language disappears in the end. It is impossible to develop the process of globalization under the condition of no uniform language. We also could not stop the process of globalization only because of preventing languages from being extinct. So, it seems an undoubtful destiny for the small language if there is without positive intervention.

A language represents the essence of an ethnic culture and reflects a particular perspective of the world. Not to mention the difference between two language systems, we just take a sample example in the English, that is, the difference between the "color" in American English and the "colour" in British English. The language of English origins on Europe, but why the "colour" becomes "color" when the language passed to America? I belief that is because after bringing together many cultures, a new culture, which is unique to the Americas, formed and the differences between cultures are represented by the languages, such as "color" and "colour". To protect the diversity of culture, it is necessary that the government of countries in which these languages are spoken act to prevent such languages from being extinct. For example, if a language is only used in a certain domain and the official language of the nation is another one, the government could encourage the local TV and radio broadcasting stations provide programs in the local language, require schools to offer courses in bilingualism, or localize, as well as develop, some general used application software with the local language, in order to build an environment in which the small tongue could be used and practiced more. If fewer people to speak the native language is just resulted in the population decline of the area, the government could take a series of measure to encourage people in this area to multiply, or to introduce population from other area. Whatever the cause might be, the government should take effective actions to prevent the small languages from disappearing in order to protect the valuable intangible culture heritage.

Maybe there is another method to protect the valuable intangible culture heritage, which is government to build language museums or archives for the almost extinct languages, even to organize experts to research these kinds of languages as well as their cultures and preserve the relevant files by a general language. It is admittedly an effective way to preserve the evidence of the existence of a language and a culture, and people could learn different cultures from the museums and archives so that the government does not need to take other actions to prevent a language from being extinct. However, only a living language could pass on the culture and develop it significantly, and we will have a world with variety of culture only while the various languages exist. Assume that there is only human being on the earth and we only see a large number of species in the museums, could we say that we are in a world of species diversity? It is similar that languages and cultures are.

In sum, the prevention for the language from being extinct allows no delay. The government which is responsible to protect such disappearing languages should take effective method to preserve the intangible culture heritage.
