Should the government place any restriction on scientific research and development? Generally, the advancement and development of science is a natural process, which should not be put on any restrictions by the government and the negative impact of putting restrictions is obvious and egregious. However, there are still some scientific researches should not be carried out without the supervision of the government, such as the morally related ones or the social-threatened research as nuclear weapons.

First of all, in the very beginning of human history, science comes out of personal interests rather than the government’s requirement. For instance, Goldbach, who is a famous Germany mathematician in 18 century, has provoked the Goldbach Conjecture, which has made numerous math lovers pursuit it in their lifetime, and this Conjecture is originated from his passion for math rather than the material profits. Furthermore, even comes to Alexander Fleming, who discovered the Penicillin, although this invention is serving the patient in World War II, however, without his interests in biology, he can never get this invention. After all, original purpose of doing science is fulfilling their personal curiosity and interests, which has nothing to do with the government.

Moreover, as time past by, the negative impact of putting restrictions on scientific research is obvious and egregious. When comes to the theory related to the century of universe, the religion insists that the earth is the center of the universe, in order to serve the purpose of governing their people. The one who go against this theory such as Copernicus, Galileo have been brutally persecuted by the church, which has largely impeded the advancement of astronomy. Furthermore, the restriction of the government made the one who has new ideas dare not to propose it, which in turn barrier the development of many other disciplines.

However, we cannot neglect the necessity of government restriction on some moral related issues in scientific research, such as the genetic engineering and the clone. Without appropriate restriction, we will stick into the Ethics problems that produced by ourselves. With the restriction of government, we can do research with stem cells at an organ level, aiming at repair or replace the lesion part, in order to cure the disease with lower price and more accessible material. In this consideration, the restriction helps us to do the research at the greatest level to serve our purpose without warring about the resulting problem.

In addition, when it comes to military filed, the restriction of government seems even indispensable. Even though, every country would have the egregious weapon to defend aggression, however, the occurrence of nuclear weapons has threatened numerous ordinary residents world wide. If every country were doing research to produce more destructive weapon that can destroy everything, then we will finally be destroyed by ourselves. No wonder that it is necessary to invent advanced weapon to act as a threaten to protect our own country, however, if these researches can be carried out without any restriction, the result may just divergent with our original purpose. What’s more, the restriction in military field may even calls for the endeavor of the United Nations.

To sum up, whether we should put restriction on scientific research is predicted on a case-by-case basis. When it comes to the moral related issues or the one that will threaten the safety of the public, then the restriction would be necessary, while if the research is about the ideas and pure theory, even it goes against the current one, we should try to realize it instead of putting restriction on it.

Government should give much support other than constrain on scientific research, without which our society can not make such tremendous progress, because the development of science is the impulse of new technology. While, some bad effects may be accompanied with science, such as environmental and potential healthy problems, so they also need certain restrictions by government sometimes.

Throughout history, it is science and technology that push the society for better status. With the invention of telephone, we could contact with each other without going out; with the production of cars, traveling is convenient for people; with the coming of aircrafts, citizens all over the world is just like families; and with the appearing of computers, man can save enough time and ability to do what they could not before. Each kind of machine or new product is the result of scientific research, and each brings us into a new era. Based on their active effects on economic bloom, our daily life is improved, social becoming stable. Accordingly, government is beneficial from the science. Thus there is no doubt that politicians have responsibility to uphold the work in realm of science.

Scientific research is an activity combing creativity, braveness and consistence, without which could come to a halt. If we put many restrictions, the scientists would become very careful and stuffy, loosing freedom for investigation. In this case, thoughts are still thoughts, unable converting into practice. Looking back on eminent scientists and scholars in the world, each one is an explorer in the field of idea. New idea comes from the inner-mind primitively, and each one is not interested in policy and tips except his field. The nature of science needs the understanding of government. Unlikely, there are some cases that science is stopped even destroyed by government’s policies. During the control of Hitler, the autarchy bundle people up. In China’s cultural revolutionary period, part of scientists was persecuted to death and other part lived on a frightened life, say nothing of the development, the whole country in a state of collapse.

Science is the cumulative efforts of groups of people and many subjects of science need the help of government. For some large programs such as aircrafts, submarine ships, antarctic investigation and civil infrastructure acquire the cooperation of different field’s experts and technicians, as well as huge number of finance. Under this circumstance, financial support from government or sponsorship from social institutions is very helpful. Of course, the achievements of these programs would benefit the supporters or public in turn. Therefore  science and policy are independent realms, but they reciprocate each other and each one is indispensable to the other.

As a coin has two sides, the advancement of science makes some negative influence more and more arresting today. The worse thing is these threats will not disappear only depend on the science itself. Restrictions are urgent to make and measures should be put on them in this moment. The heated topic of global warmth is known to us, which is caused by excessive CO2 emission, while most amount of CO2 is generated during the process of industrialization. For the sake of protecting the earth, Kyoto protocol is emerged to restrict the emissions of CO2 in developed countries. Take stem cell research for example, the purpose of stem cell for cure is good for people’s health and social harmony, however, if it is used for clone people for personal purpose, the world would be  confused. Though Obama government has cancelled the restrictions on research of stem cell, they also put restraint on the application of stem cells.

Maybe the relationship of government and science is like that between parents and children. Children need parents' care, encourage and inspiring to grow up, at the same time parents’ judgment, advice and direction is also a necessity for them to move on. Moreover, such restrictions should be decided with the consultation of leaders, experts of related field, socialists, together with common people’s advice.  

For a conclusion, government leaders should give enough full freedom space, financial and mental support for science to make contributions for the people. Unless it do harm to people’s health, ecology and potential development, should restrictions be taken to keep sustainable development of the society.
