TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"
Referring to the question of what’s should be the government’s attitude towards scientific researches, the speaker asserts that the fewer restrictions that the government placed, the better it would be. I basically agree with this contention, in that a lenient environment is a best motivation for scientists and also have many other merits. However, in the mean time we should not totally ignore some specific researching fields that would bring hazards to human races.
Admittedly, scientific research plays an indispensible role in the modern world. Especially after the industrial revolution in the 1800's, people's lives have changed greatly in every aspect: from the convenient communication brought by cell phones and satellites, to the easy and fast way of travelling by airplane or magnet-train. In most cases, scientific development brings nothing but improvement of our daily life. As for many fundamental subjects such as mathematics, astronomy or geography, there may not be many chances to influence people's life; the scientists in such fields only discover the mysteries of the universe. Therefore, put any restrictions on them would be definitely unwarranted and unwise. Telling scientists in such fields what to do and what not to would be certainly an impediment to the development of science.
Another point for a non-restriction researching atmosphere is that researchers are likely to be more efficient. When they are conducting some researches, they needn't to be too careful about breaching lines our rules that the governments imposed on them. Only when people are focused can they truly make something creative or magnificent. A telling example showing how fierce restrictions became major obstacles for scientists is that the dark time in Mid-age, when the religious authorities opposed any theory against the so-called canons. Many scientists dared to challenge the existing flawed or even absolutely incorrect theories which acknowledged by the authority paid a bloody price: including Bruno, a supporter of Copernicus ' solar system theory, was burn to death in Rome; and some scientists revealing the correct blood circulation system which disproving the classic one were also executed. During that time, very few developments in scientific area had been made, and human civilization had therefore been paused for hundreds of years.
Nevertheless, to idea of fewer restrictions doesn't amount to a lassie-faire attitude to the scientist. They must always be aware that they should never break laws or moral rules. Any research posing a threat to the existence of human being (such as the research on biological weapons) or causing society disturbances (such as the development in cloning technology) should be checked in time. In a word, we must maintain a sustainable development for our human society.
In sum, I basically support the idea of putting fewer restrictions on scientific researches, which would guarantee the rapid development on science, and would in turn promote people's daily life. Only the most necessary limits that assure us a sustainable future should be established. We should be confident that science can always be a positive force in our modern society, as long as the scientists don't break the bottom line.

Nevertheless, to idea of (不太懂这儿的意思)fewer restrictions doesn't amount to a lassie-faire attitude to the scientist. They must always be aware that they should never break laws or moral rules.
