"At present, Mason City residentsseldom use the nearby Mason River for any kind of recreational activity, eventhough surveys of the region's residents consistently rank water sports(swimming, fishing, and boating) as a favorite form of recreation. Since therehave been complaints about the quality of the water in the river, residentsmust be avoiding the river because they think that it is not clean enough. Butthat situation is about to change: the agency responsible for rivers in ourregion has announced plans to clean up Mason River. Therefore, recreational useof the river is likely to increase, so the Mason City council will need toincrease its budget for improvements to the publicly owned lands along theMason River."

The author indicates that because theinfluenced Mason River will be cleaned by the agency, the residents will useMason River for water entertainment and the Mason City council need to increasethe budget for improvements to the lands along the river. It seems to belogical. However, there are some unreliable points in this argument so that Icannot accept the conclusion. Arbitrarily taking this advice may not meet theneed of the residents, or make the council falsely invest the budget.

First of all, we do not know how manyresidents these surveys and complaints represented. Since the author do notgive the background of the surveys and complaints, we should remain suspiciousof authenticity that whether people love water sports and whether the river isnot clean enough. First, the region's residents may cover a little part of thewhole population of the city and the number of complaints may just be one ortwo. Moreover, the author does not point out when the surveys were conducted.Perhaps residents do not like water sports now. All the possibilities mentionedabove make the argument be not able to convince me about the condition of theriver.

Secondly, the author builds a problematiccausal relationship between the low quality of the water in the river and thelow rate of usage of the river by the residents. No evidence demonstrates thatthe residents are not willing to use the river for entertainment because thewater in it is not so clean. Even if the result about water sports of surveys representsmost residents' voice, they may totally not come up with the thought that usethe Mason River to swim, fish or boat. It is entirely possible that the riveris too narrow and shallow to conduct these water sports. The author hastilyconcludes that residents must be avoiding the river because they think that itis not clean enough. Without illustrating why residents seldom use the river, Icannot accept the river will be popular if it is cleaned up.

Last but not least, even though it is thequality of the water in the river that refuses the residents to use the river, itis unwarranted for the city council to increase the budget for improvements tothe publicly owned lands along the river. That people become willing to use theriver for recreation does not mean they will surely use or care the publiclands along the river. Since the author do not make out the situation of thepublic land, it is completely possible that the residents are satisfied withits appearance at present. If it is the case, the increasing of budget is justa waste of money. Therefore, we are not persuaded with the author's advice thatthe budget should be increased.

To sum up, since the author do not lay outclear and direct evidence that can prove whether the surveys and complaintsrepresent the public, whether the quality of the water make residents avoid touse the river and whether the budgets for improvement to the lands along theriver, we should carefully evaluate the advices and not be too optimistic aboutit.
