This letter recommends that “In an attempt to improve highway safely, Prunty Country should abolish the speed limit and carry out Butler Country’s project of roads improving. To support this recommendation, the author points out that original speed limit hadn’t reduce the traffic accident obviously. The author also points out that there were 25 percent fewer reported accidents in Butler Country this past year than there were five years ago because of resurfacing rough road. However, the argument relies on a series of unsubstantiated assumptions, which render it unconvincing as it stands.
To begin with, the author unfairly put forward that the original speed limit should be restored, because its effect isn’t remarkable. However, the author ignores other factors that although there is speed limit most drivers are exceeding the new speed limit. So the most important, Prunty Country should publish a forced law to limit driver’s speed. So do that the speed limit must be effective than before. The author fails to rule out these and other possible explanations for the different condition. I cannot accept any conclusions that the speed limit should be restored.
Even assuming that speed limit really has no effect. there is no necessary to copy the project of Butler Country yet. though Butler Country’s traffic accident is decreased 25 percent, there is no evidence show that there’s traffic accidents are fewer than Prunty Country. Perhaps, the Butler Country’s traffic accidents still more than the Prunty Country’s.
Finally, even if the author can substantiate the foregoing assumptions, the recommendation which has many side effect, such as road improving project, may be not the best solution to the problem. Suit one’s measures to local conditions. Even though Prunty Country adopt the project, there is no problem on the road so that improving is not essential.
In sum, the author cannot justify his or her recommendation on the basis of the scant evidence provided in the memo. To bolt the recommendation the author must provide better evidence that publish a forced law to limit driver’s speed and Suit one’s measures to local conditions. In my opinion, we can opened up new worlds of the imagination to solve the problem with better method.
