137.The following appeared in an editorial in the Mason City newspaper.
"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."



In this argument ,the author attempts to draw a conclusion that the Mason City council will need to increase its budget for improvement to the publicly owned lands the Mason River，as recreational use of the river is likely to increase .To support this assertion ,the author points out that surveys show that the residents in this region see water sports as a favorite form of recreation .In addition ,the reason why Mason River is not used for water sports is that residents complain about the quality of the water in the river since it is not clean enough, and the agency responsible for rivers plan to clean up the river .In my view ,the argument suffers from several logical flaws.

In the first place ,the author offers no evidence that result of the survey which confirm the assumption is statistically reliable .Lacking information of the size and the representability of the sample which uses to gain the result .Perhaps surveyors  investigate only several people ,and these people like water sports by chance .So the survey can not represent the population in this region in general ,then the survey is dubious .Maybe people in the Mason City do not enjoy water sports at all .In short ,if the author can not provide more evidence about the survey ,the assumption would not be accepted.

Moreover ,even assuming that the survey is sufficient ,people in this region like water sports ,we can not  indicate that residents seldom use the nearby Mason River for any kinds of recreational activity due to the quality of the water in the river .Perhaps the water in the Mason River is not deep enough to do some water sports ,so people rarely use it .Or it is possible that there is another river in the city supply more convenience to people to do water sports ,since its well-equipped facilities .Without considering these or other possibilities of residents seldom use Mason River ,the argument is unbelievable.

Finally ,the author claims that the council will need to increase its budget for improvements to the publicly owned lands along the river is also unsubstantiated .First, even if the factor that people seldom use Mason River is the quality of the water , the author has no evidence that the agency can solve the problem to clean up the water .Second ,even though the situation of the dirty water changes, we also have no evidence the recreation will increase .Maybe it remains the same situation as now .Third ,even assuming the recreation is really increase ,and it not mean council needs to increase the budget for improvements to the publicly-owned lands along the Mason River.

In sum ,the author fails to demonstrate that the council should increase budget for improvements to the lands along the Mason River .If the author intends to substantiate the conclusion ,he/she must provide enough evidence of the reason why residents seldom use the river ,the agency can solve the problem of dirty water successfully ,and that the demand of money to improve the environment of the river as recreational use of the river is increasing .With this evidence the argument is warranted.
