When it comes to the right attitude of the governments toward the scientific research, the author asserts that the government should place few, if any, restrictions on the scientific research and development. By and all, I agree with the author. When it comes to the details, I hold the point that the governments should pay necessary restrictions on the scientific research.

No one can deny, most of the breakthrough in the scientific field comes from the estrange ideas of few ones. At some times the ideas may go contrary to the common ones admitted by the mass and the governments? In this atmosphere, if the governments impose restriction on the development of the new ideas or theory, no matter with any reason, the speed of the science development would be undermined. The solar-centered theory initiated by Copernicus is a case in point. As the church and the government want to hold their rule by protecting the earth--centered theory, the basic theory of astronomy has been accepted by people hundreds years after the discovery of Copernicus. On the contrary the government should support people in the science field to propound new ideas, and do not restrict the experiments about them. The Galileo is another example, who overthrows the theory of Aristotle that the heavy things fall faster than the light things. Just have a think, if the government of that time did not allowed Galileo to do his experiment in public; the truth may under drum for a longer time. All mentioned above illustrated that it is not a wisdom idea to pose too much restriction in the science research for the government.

Let's go further to this issue, should the governments do not pay any restriction on the scientific research? I may give a negative response. Some restrictions from the government are necessary, especially when it comes to the research fields can not accepted by the ethics and ethos, such as cloning of human and transgenic operation on human. In these two cases, the governments should restrict the research within the medical utility and basic research. Only in this way, this kind of research can be accepted by the society and would not initiate the anxious among the mass.

The government not only should pay proper restrictions in the direction of the science but also should supervise the scientific research progress. As some scholars want to get more financial support, they may cheat in their data and thesis or even rib the results of the others. In order to keep the research action of a nation in a better order and make good use of the money of the taxpayers, the governments have the responsibility to regulate and administrate the research action.

As all discussed above, it is advisable for the government to pay some necessary restrictions to the scientific field but not too much. Only in this ambience, the society can develop in a higher speed under the lead of science.
