A flight delay may be caused by many factors, such as poor management and bad weather. we all know that a lot of work have to be done before a plane can fly. The plane have to be checked again and again to ensure safety, and this is a complex work which requires excellent management and a lot of time. As a result, poor management may probably result in a flight delay by the complexity work of checking the plane before it fly. What is more, bad weather can also result in flight delays, for instance, a flight may be delayed, or even cancelled by a sudden descend of fog. Thus, increasing the capacity of Franklin Airport may not solve the problem of flight delays.

Filling in 900 acres of the bay will damage the environment of the bay. In the proposal, the speaker says that, in order to ensure that the environment of the bay will actually be helped rather than hurt, Franklin Airport will provide fund to restore 1000 acres of wetlands in areas of the bay that have previously been damaged by industrialization. This sound quite dubious. A environment which has been damaged by industrialization will be too hard to be restored again. For example, the rainforest will never be restored once it is damaged.

First, pleasure boats, including cruise ships and other large vessels, can increase Seatown’s revenue, and can also contribute to the prosperity of Seatown.

Secondly, pleasure boats and fishing boats can existence in the same area at the same time. The boats for fishing may not be affected by the boats for pleasure, on the other hand, people on the pleasure boats may not be displeased by the fishing boats. The fishing boats and pleasure boats may not disrupt each other. Even if these two sorts of boats can disrupt each other, introducing pleasure boats will still not surely force out fishing boats. Because there is a broad area of sea surface around the port, there are enough places for both pleasure boats and fishing boats. The area only for pleasure boats can be distinct from the areas only for fishing boats. Thus, pleasure boats and fishing boats will not affect each other.

Thirdly, even if not introduce pleasure boats, the fishing boats in the port will still be forced out gradually by the decreasing revenue which is resulted from declining fish populations.
