感觉这个拒信怎么那么委婉啊。。。。还是我没明白他家表达方式。。。

We are not able to recommend to the Graduate School admission to the master’s degree program in Nutrition.  
我怎么理解是，我们收到了很多优秀的申请。但是，我们不能给master offer。言下之意，如果你申请了PHD就可以给？那我再回信说如果申请PHD呢？汗。。。
