[太弱了,今天限时又下了450,先贴出来,回头重写]

TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
WORDS: 362          TIME: 00:45:00          DATE: 2010-2-16 9:32:25

Solving immediate problems, whether societal, scientifical, or international, is among the primary duties of any goverment in the world. Because the urgence and immediate effects of such problems, most goverments pay more attention on them than on the anticipated future problems, which are far too often ignored or put on hold. However, future problems are often difficult and needs long-time, enomous effort for solutions to be worked out. More emphasis should be placed on them.

In the society today, and in our everyday life, problems are common. Medical problems for senior people, poverty in under-developed countries, torrerist attacks on goverment, education and the public, excessive population growth, traffic jams in large cities, drink-water shortage, pollutions which have damaging effects on children. The popularity of Internet causes students' addiction to computer games and their distractions from school study. All these are problems which affect people's daily lifes and the stability of the society.  Without doubt, every goverment should regard this as it's primary duty and take large effort to solve them.

However, future problems, which affect the well-beings of our future generations and their sustained development,  should also gain enough attention. With the rapid development of sciences and technologies, many severe problems are caused by the side-effects of our progress.  The rising of media, publishing, and real estate lead to deforestation. Medical researches aimed to solve health problems bring about the controversy of transplant and cloning.  These problems may not be urgent enough to call the attention of goverments, but they may pose disastrous impacts in the future, threaten lives of future generations and impede the operation of the society in the long-run. Moreover, anticipated problems of the future, are usually difficult to solve in a timely manner, and therefore needs much effort in advance. Goverments should set up polices and practices before such problems become urgent, and get prepared before it becomes too late to take efforts. The budget and resource limitations should also be noted before goverments spending money on either.

In conclusion, goverments should take the importance and urgence of both immediate problems and future problems into consideration, weight among possible tradeoffs, and work out optimial plans for better solutions.
